February 25,2009, Premier Wen Jiabao signed a decree of the State Council, announced The Waste Electrical and Electronic Equipment Recycling Regulations. June 1,2009, the State Development and Reform Commission and other government departments submits a implementation plan approved by the State Council to promote expansion of domestic demand, encourage the trade-in of automobiles and household appliances. These policies mean that Waste Electrical and Electronic Equipment (WEEE) Reuse is extremely urgent.WEEE Reuse Industrialization is one of the most important aspects of building a resource-saving and environment-friendly society, developing circular economy. Nowadays it is facing some problems, such as the lack of perfect recycling systems, excessive costs of bio-safety disposal, the lack of effective core competitiveness, etc. In order to solve these problems, this dissertation proposes the establishment of an integrated recycling system to promote WEEE Reuse industry development, the promotion of outsourcing reverse logistics, the implementation of the differentiation strategy to obtain monopolistic advantages and increased specialization and core competence, the implementation of reverse supply chain coordination to achieve a reasonable and effective distribution of benefits, etc. So it can achieve the goal of promoting WEEE Reuse industrialization.Considering some external factors, such as market, the availability of WEEE and cost, and the dissertation constructs a WEEE refurbishment\remanufacturing decision-making model under the conditions of integration of recycling WEEE. By comparing two kinds of profit function about the formal recycling enterprises and the informal enterprises, combined with China's current situation of WEEE Reuse, the paper points out the excessive cost of innocuous treatment are the constraints of developments of WEEE Reuse industrialization.Based on the characteristics of third-party logistics enterprise's logistics cost asymmetric information, the paper establishes WEEE reverse logistics outsourcing cooperative game model, considering reverse logistics functional cost and inventory-related costs, the paper proposes a optimal reverse logistics outsourcing contracts, discusses the optimal strategy for reverse logistics outsourcing under adding observable variables, and giving numerical analysis.After analyzing the purpose, characteristics, motivation of differentiation strategy and the contents of differentiation strategy of WEEE Reuse, the paper establishes WEEE Reuse duopoly competition model based on vertical product differentiation. The paper also discuses a three-stage duopoly game model of vertical recycling electronic product differentiation about recycling product quality, recycling technology investment and recycling price competition. And we regard recycling firms and waste electronic product processing firm as integration; compare the optimal recycling product quality and recycling technology investment to maximize its economic and environmental benefit.According to the characteristic of the uncertainty of recycling product quality and quantity exists in the process of WEEE Reuse, the paper establishes respectively the coordination model in the condition of random quantity or random quality of recycled products, proposes the revenue-expense sharing contract to coordinate the distribution of benefits about WEEE Reuse supply chain. The use of contract solves the problem that the reverse supply chain can't achieve the Pareto optimal with trade price contract, implements reverse supply chain achieving a reasonable and effective distribution of benefits.At last, this paper makes some policies to promote the developments of WEEE Reuse industrialization. According to the policy objectives and instruments, evaluation tools of the developments of WEEE Reuse industrialization, the paper analyzes Decision-making mechanism, driving mechanism, information mechanism about running policy, gives some policies to promote the developments of WEEE Reuse industrialization by considering China's current situation. The paper proposes some policy instruments about establishment of integrated system of recycling WEEE, promotion of WEEE reverse logistics outsourcing, different development of WEEE Reuse industrialization, promotion the reverse supply chain coordination of WEEE. |
