Since China's entry into WTO,China's foreign trade has expanded and developed rapidly.As the corresponding international trade financing tools and methods emerge one after another,China's commercial banks also actively expand trade financing business in line with the demand of international trade development,providing strong support for the business development of trade enterprises and enriching their own financial products,striving to create a new type of international commercial bank.As a local city commercial bank,SZ Bank established the department of trade and finance in recent years,which mainly provides foreign currency receipt and payment,settlement and sale of foreign exchange,letter of credit,import and export bill,Forfeiting,international settlement and other services.However,due to the short establishment time,personnel shortage,all aspects of the system construction are not perfect and the overall level of business needs to be further improved,its performance appraisal construction is also at the initial stage and needs to be improved.This paper aims to conduct improvement research on the existing problems in the performance appraisal of SZ Bank's trade and financial department.On the one hand,improve the performance appraisal work of SZ Bank's trade and financial department;on the other hand,put forward a feasible optimization idea for the performance appraisal of the commercial bank business unit.On the basis of summarizing the performance appraisal related theories,this paper makes a preliminary analysis of the performance appraisal status of SZ Bank's trade and finance department and points out its existing problems,mainly including the failure of the appraisal process to achieve the expected results,the lack of appraisal objectives hindering the development of department,and the lack of scientific and reasonable appraisal indicators and weights.In view of these problems,this paper proposes to use the Balanced Score Card to improve the existing performance appraisal system of the trade and financial department through feasibility and necessity analysis.First,put forward suggestions for improvement of the existing assessment process;then analyze the competitive environment of the trade and finance department through SWOT analysis,and put forward the strategic objectives in line with the strategic planning of SZ Bank;when optimizing the assessment dimension,strive to achieve the balance of assessment from four angles: finance,customers,internal processes and learning and growth;in the design of the index system,adopt the design method of “total-sub”,add the relevant indexes with the characteristics of the trade and finance department,and adopt the method of questionnaire survey and AHP in the weight setting;at last form a performance appraisal system based on Balanced Score Card for department,customer managers and backstage personnel.In addition,this paper also considers the possible obstacles that SZ Bank trade and finance department may encounter in the implementation of the performance appraisal improvement program,and proposes safeguards so as to escort the implementation of the improvement program.Through the research of this paper,I hope to improve the performance appraisal level of SZ Bank's trade and financial business department,so as to help the development of the business department and even the whole bank on the one hand,on the other hand,I also hope to explore a feasible model for performance appraisal of China's commercial bank business department,and make some contributions to further research in the future.
