Venture capital guide funds(VCGF)are government-invested but market oriented in order to guide private capital into start-up business.In China,such VCGFs are playing an important role in developing venture capital and guiding the investment of private capital.It's crucial for a fund management company of VCGFs to adopt a performance appraisal system suited for itself,according to which the performance of itself can be properly and precisely appraised.The balanced score card(BSC)is a new performance management method,appraisal system,strategy management system and communication tool.Through this system,the whole strategy of a venture can be decomposed into index and weight of each department and employee,so as to find out the ways to bettering the whole strategy.For a fund management company of VCGFs,how to do such decomposing is crucial,and the BSC is an ideal way.In this article,we will first introduce the theories of performance appraisal and the BSC,particularly including the history of its four dimensions.Then we will analyze a VCGF's deficits and reasons through its background and profession characteristics.Last,we will study how to adopt the BSC in the management of fund management company of VCGFs by literature research,phenomenal description and level analysis.We will try to build a concise BSC system from the four angles of financing,customers,internal communication,and learning and growth in a fund management company of VCGFs.We hope to find out the weight of each level of the BSC by the way of level analysis,and design the best BSC procedures for such a company.
