With the continuous opening of China's market,the domestic financial market and the international financial market are further integrated,and the banking industry competition is increasingly fierce.In order to survive and develop in the competition,we must seriously face the external competition and improve our core competitiveness.Performance management is the core content of commercial bank management.Performance evaluation is the focus of performance management in commercial banks.Through performance evaluation,commercial banks can not only judge the completion of the current performance objectives,but also find problems in the strategic promotion and management in time,and then formulate targeted improvement measures,so as to better ensure the realization of the strategic objectives,so as to constantly consolidate the bank's competitive advantage and enhance its competitive strength.China Post Savings Bank is one of the six state-owned commercial banks in China.However,due to historical willingness,compared with the other five state-owned commercial banks,China Post Savings Bank lags behind in modern management.According to the actual situation of Postal Savings Bank of China,based on the concept of modern performance management,using the Balanced Scorecard as a tool,using AHP and fuzzy mathematics comprehensive evaluation method,this paper constructs the performance evaluation index system of postal savings bank,and carries out the actual evaluation.The main conclusions are as follows:(1)based on AHP,the performance evaluation index system of postal savings bank is established.The index system includes five standard levels(financial dimension,customer dimension,internal process dimension,learning and growth dimension and risk management dimension),twelve explanation levels(profitability,operation and development,customer satisfaction,market share,innovation ability,after-sales service,service quality,employee status,employee ability,information construction,loan management level and risk response 36 scheme levels,and the comprehensive weight of each level index is determined,so as to realize the combination of qualitative analysis and quantitative analysis.(2)Based on the comprehensive evaluation method of fuzzy mathematics,the performance of postal savings bank is evaluated.Through the evaluation,the postal savings bank in the financial,customer,internal process,learning and growth,risk management and other five criteria level,the performance evaluation conclusion is good.The overall performance evaluation conclusion of postal savings bank is also good.(3)In the evaluation,we also found the performance problems of postal savings bank.Specifically,there are two major performance problems in postal savings bank,one is the lack of innovative products,the contribution of intermediary business to postal savings bank is not enough;the other is that the staff capacity of postal savings bank is relatively general,and the staff team construction is relatively lagging behind.Therefore,it is suggested that the postal savings bank should strengthen business innovation and actively promote the staff and capacity building.
