As the core pillar of the whole financial system,commercial banks play an inestimable role in the rapid development of China's financial market.Under the background of economic globalization,the domestic financial market is gradually opening to the outside world,foreign banks have entered the domestic market,and with the continuous introduction of new financial policies at home,more types of banking institutions are gradually growing.Facing the dual competition at home and abroad,China's commercial banks must make rapid adjustments in their development strategies,optimize and innovate the internal system So that its core competitiveness can be significantly improved.Performance management is a very effective monitoring means for commercial banks,so in the process of realizing their strategic development,a set of scientific performance management system is particularly important.At present,in the existing performance management system of some commercial banks in China,there are some similar defects,which affect the development of commercial banks.The emergence of balanced scorecard can bring new thinking to the traditional performance management and effectively improve these problems.It takes the strategy of an enterprise as the direction of guidance,and then according to the dimensions of finance,customers,internal processes and learning and growth,it spreads the strategic objectives step by step,and divides them into small practical indicators that can be implemented concretely.It not only considers the financial factors,but also includes the non-financial factors,so as to make the performance management more comprehensive and promote the enterprise to achieve the strategic objectives.This paper mainly analyzes the current situation of performance management system of HK bank by introducing HK bank as an example,finds problems and explores the reasons,and then tries to introduce the Balanced Scorecard in combination with the bank's own development situation,to design a new performance management system for the bank,so as to improve the current management situation of the bank and achieve its strategic purpose.At the same time,because the traditional balanced scorecard lacks the consideration of the risk factors that affect the bank's security,the original four dimensions are not comprehensive enough,so the security dimensions that reflect the risk factors are added,and a five-dimensional balanced scorecard is established,which also shows the plasticity of the balanced scorecard,providing more ideas for the application of other banks.
