China's rural commercial Banks have achieved unprecedented development in the process of deepening the transformation from rural credit cooperatives to rural commercial Banks' shareholding system.The traditional performance appraisal mechanism cannot adapt to the increasingly fierce market competition environment,and the improved salary incentive mechanism plays a more prominent role in the reform and development of rural commercial Banks.Although rural commercial Banks have gradually formed relatively mature and standardized performance assessment and evaluation mechanism,the concept of performance assessment and evaluation indicators involved is relatively general,which needs to be constantly updated and improved in the process of reference to meet their own needs.Due to the late start of standardized operation and weak internal control management,China's rural commercial Banks have many deficiencies in scientific management experience and reasonable incentive mechanism,especially the lack of a scientific salary system,resulting in a serious brain drain.Rural commercial Banks in China has been conducted on salary system positive attempt,but on the design of the most important income allocation,reflects China's agribusiness bank of modern compensation theory and design method of cognition is not enough,do not conform to the flow law of human resource market,finally can't really arouse the enthusiasm of staff.C agri-businesses Banks have long used similar to the KPI performance appraisal system,in a certain period has played a boost morale,improve the management benefit,but the examination system only stay in the level of financial indicators,be assessed during execution are short-term behavior,lack of drivers,is not conducive to long-term development bank.Looking at the successful experience of foreign Banks and the performance appraisal cases of large commercial Banks in China,BSC,as a new performance appraisal concept,can make up for many deficiencies of the traditional performance appraisal system.As the mainstream performance evaluation tool at present,BSC includes customers,internal control and employees into the performance evaluation system,prompting the senior management to analyze and summarize the enterprise operation in the four dimensions of finance,customers,internal control and employees,and predict the future development trend of the bank.In the process of performance management,the performance is tracked and evaluated according to pre-set indicators to find and solve problems,so as to promote the implementation of the overall strategic planning of the head office.Balanced scorecard can effectively solve the current problems of incomplete and unscientific performance evaluation of Banks.Based on the theoretical achievements and practical experience of BSC at home and abroad and combined with the actual work of C rural commercial bank,this paper proposes a BSC theoretical performance appraisal system suitable for C rural commercial bank.Firstly,this paper points out the research background,research purpose and significance,research content,research methods,as well as the research status of this topic at home and abroad,thus leading to the innovation of this paper.Secondly,this paper mainly expounds the concepts and theories related to BSC,analyzes the advantages of BSC.compares and analyzes the current situation of performance management of commercial Banks in China,and points out the necessity and feasibility of applying BSC in rural commercial Banks in China.Finally,analyzing the status quo of the agribusiness C bank performance appraisal system,from the basic information of the bank to its organization structure to be described in detail,and by describing the analysis of the existing performance evaluation system,the bank of the existing problems and reasons for system analysis,on the basis of this puts forward the optimized performance appraisal system of the scheme and measures to ensure optimization of implementation are put forward.This research through to the commercial Banks performance evaluation system based on the theory of the balanced scorecard to explore and research,and then build a scientific,reasonable and effective performance appraisal system of commercial Banks,the bank performance appraisal theory with Chinese characteristics makes some preliminary discussion,in order to domestic commercial Banks to change the development mode of management,improve the level of management,enhance core competitiveness and maintain the long-term healthy development of banking have guiding significance.
