Research On The Key Risk Factors And Risk Prevention Of Project Of Agent Construction System In Guangzhou

With the transition from planned economy to market economy in china,the subject of investment in fixed assets is diversified gradually,from single government transformed into coexistence of government,enterprise and individual.Different from the non-government investment projects which pursue excessive economic interests,government investment project is committed to the realization of government functions,to meeting the public needs and to promoting economic and social development.Because the low even no profitability of non-profit projects,funds provided usually by government.Under the traditional planned economy system,non-profit government investment projects generally adopt government self-built project management mode,which combined investment,construction,management and use into one.The government self-built project management mode is lack of effective investment constraints,easy to induce investment,supervision,construction and market all out of control,resulting in bad phenomenon such as waste of resources,inefficiency,corruption breeding.In order to solve the drawbacks of the government self-built project management mode,some local government began to experiment agent construction system on non-profit government investment projects since the 80 s of last century.Among them,Guangzhou issued “the proposed regulation on agent construction system of government invested construction projects in Guangzhou” in 2005,which signals the official implementation of agent construction system.As a new project management mode,the agent construction system break the union of investment,construction,management and use,improving the efficiency of resource disposition.On the one hand,non-profit government investment projects have large investment and profound social impact.On the other hand,there has no consistent cognition among the relevant parties and non-integrity legal environment of agent construction system.So agent construction project is facing a variety of risks.If the risk subjects of agent construction project cann't effectively understand and effectively control the risk factors,the goal of the project is difficult to be realized.Therefore,the purpose of this study is to identify the key risk factors of agent construction project in Guangzhou,and propose the countermeasures to strengthen the risk control of agent construction system in Guangzhou.First of all,the author analyzes the domestic and foreign research on the risk of agent construction project,sorting the basic theory of agent construction system and risk management.Secondly,by using the method of literature review and case study of agent construction system in Guangzhou,the risk factors of agent construction system in Guangzhou is identified and formed into a list.Thirdly,through the questionnaire survey,the author sent out questionnaires to relevant experts,professions,aiming to collect risk factor importance data.Fourthly,used the factor analysis method to process data,the key risk factors of agent construction project in Guangzhou are obtained and analyzed.Finally,directed against the key risk factors identified,the author puts forward the risk control measures,improving the level of agent construction project risk management in Guangzhou.
