Regional Patent Quality Evaluation Research

At present,patents,especially high-quality patents,have become important factors and promoters of regional competitiveness.Scientific evaluation of the quality of regional patents is conducive to the scientific formulation of macroeconomic policies and to the promotion of regional scientific and technological competitiveness and comprehensive strength.Based on the research of patent quality and regional patent quality evaluation,this paper builds a comprehensive evaluation model of regional patent quality,and makes an in-depth study of the development of regional patents and the comprehensive patent strength and strategies of development.Starting from the concept and connotation of patent quality,the paper first summarizes the current domestic and international patent quality measurement index system and the current mainstream regional patent quality measurement index system.Subsequently,the measurement index was pre-selected through scientific methods,and the current major regional patent quality pre-measurement index system was organized and constructed from the "three stages" of the patent form the application stage,the authorization stage,and the implementation protection stage.Then,a basic method flow based on factor analysis to extract key indicators at each stage is proposed and a regional patent quality evaluation model is constructed.Then,the empirical research is carried out by using the relevant indicator data of various provinces in China,and the comparison and analysis of the evaluation results of the simplified indicator model constructed in this paper with all the original indicator models and the single indicator model are confirmed.The scientificity and effectiveness of the model were evaluated,and the stability,rationality and effectiveness of the selected indicators and the representativeness of preselected indicators were discussed.Finally,based on the comprehensive regional patent quality evaluation model,the paper comparatively analyzes the development of regional patent quality inChina's provinces and cities,and proposes regional patent development strategies.
