Research Of Small And Medium-sized Enterprises Of Local Government Support Policy:based On The LDA And SNA

It is one of the important tasks of the Chinese government to promote the healthy and steady development of small and medium-sized enterprises,stimulate their ability to drive economic development,promote employment and stabilize the market,so as to push forward China's national economy.In recent years,more and more emphasis on small and medium-sized enterprises in our country,the national government pays great attention to the healthy development of small and medium-sized enterprises,local governments have introduced a series of policies to support the development of small and medium-sized enterprises,to a great extent,improve the operating environment of the small and medium-sized enterprises,help small and medium-sized enterprises break through the difficulties and achieve long-term development.Affected by many factors,however,the difficulties faced by different regions are different,the local government to formulate the policy implementation effect,solve the problem of the development of small and medium-sized enterprises is still an important content of government work,how to efficiently support the development of small and medium-sized enterprises is still the focus of the work of local government.This paper collects the text of supporting policies for small and medium-sized enterprises published on the local government portal from 2008 to 2018,takes the theory of government intervention and the development of small and medium-sized enterprises as the theoretical basis,and Xi Jinping's ideology of socialism with Chinese characteristics for a new era as the guidance.Based on China's national conditions,it conducts an in-depth study on the text of supporting policies for small and medium-sized enterprises of local governments by combining LDA and SNA.First of all,through content analysis of small and medium-sized enterprises of local government support the hot topic of policy text,refine and hot topics of the text,summarizes the current situation of small and medium-sized enterprise support policy of local government and deficiencies;Secondly,the paper makes a spatial-temporal analysis of the policy text to investigate the temporal and spatial evolution trend of the support policies for small and medium-sized enterprises of local governments.The results show that in terms of content,the key words of the support policies for smes of local governments mainly include "enterprise","development","support","service" and "construction".The theme covers six fields,including: enterprise,employment,tax,service,science and technology and financing.At the same time,according to the results of the study,there are still problems in the supporting policies of small and medium-sized enterprises of local governments in China,mainly including the following: the fiscal and tax policies of small and medium-sized enterprises are not perfect,the financing problems need to be further solved,and the scientific and technological strength of small and medium-sized enterprises needs to be further strengthened.In terms of time,the supporting policies of small and medium-sized enterprises of local governments show an obvious three-stage development trend in terms of time,which is difficult to get rid of the restriction of economic environment.In terms of space,there are obvious regional differences,mainly the differences between economically developed areas and economically underdeveloped areas.Local governments in China,the problems existing in the small and medium-sized enterprise support policy text,this paper makes the following suggestions,expect for the local government for small and medium-sized enterprises provide a certain degree of reference for the establishment of supporting policies,policy system to perfect our country small and medium-sized enterprises also provide certain reference:(1)perfect the tax policy,lightens the burden of small and medium-sized enterprises;(2)actively create a good financing environment and expand the financing mode of smes;(3)collaborative innovation of government,industry,university,research and application to help smes transform and upgrade;(4)we will increase support in the central and western regions to narrow the gap between the east and the west.
