Research On The Business Environment Of Private Enterprises Based On Market Subject Orientation

The private economy is an important part of the socialist market economy with China's characteristics.The development and expansion of the private economy requires an increasingly favorable business environment for private enterprises.Since General Secretary Xi Jinping held a private enterprise forum in November 2018,optimizing the business environment of private enterprises has become a research hotspot.At the same time,the "Regulations on Optimizing the Business Environment" clearly stated that "the establishment and improvement of a business environment evaluation system oriented by market subjects and the public satisfaction of the society,and giving play to the role of business environment evaluation in optimizing the business environment's leading and urging role." Therefore,studying how to scientifically and effectively evaluate the business environment of private enterprises is of great significance to the optimization of the business environment and to promoting the high-quality development of private enterprises.When constructing a business environment evaluation index system for private enterprises,this paper takes market subjects and social public satisfaction as the goal.Think about what institutional and institutional obstacles the private enterprise development faces from the government level,answer whether the improvement of the business environment from the government really solves the problem at the enterprise level,and answer whether the improvement of the business environment from the economic level has promoted the development of the private economy.Taking the three sub-systems of government system and mechanism,the sense of enterprise gain,and economic benefits as a whole to build a business environment evaluation index system for private enterprises.The government and enterprise level indicators are derived from private enterprise questionnaires,while the economic level are statistical data.In the selection of evaluation methods,the goal of market satisfaction and social public satisfaction is also implemented.The subjective weights of subsystems are used to modify the objective weights of indicators of each subsystem to establish a subjective and objective multi-level interactive comprehensive evaluation method.Then,based on the actual situation of Jiangxi Province,this set of comprehensive evaluation system for the businessenvironment of private enterprises was applied to 11 prefecture-level cities in Jiangxi Province to conduct a comprehensive assessment of their business environment and perform a robustness test.The research conclusions show that:(1)The evaluation index system and the subjective and objective interactive evaluation methods from the three levels of government,enterprise and economy can be market-oriented,highlight the actual needs and sense of acquisition of the enterprise,and scientifically and comprehensively evaluate the business environment of private enterprises;(2)Applying the evaluation system to various cities in Jiangxi Province,the results show that the comprehensive evaluation indexes of Nanchang and Ji'an are at the forefront of Jiangxi Province.Nanchang has outstanding performance in terms of financing environment and market environment,Ji'an has outstanding performance in factors of production environment and government affairs environment,and the business environment of the three cities of Shangrao,Yingtan and Pingxiang needs to be further optimized and improved.Finally,based on the research results,corresponding policy recommendations are made to optimize the business environment of private enterprises in Jiangxi Province.
