Research On The Improvement Of Organization And Management System Of D City Fiber Broadband Retrofit Project

As a local backbone operator,D City Unicom undertakes the popularization task of D City's optical fiber broadband network.Fiber optic broadband service has always been the main business of D City Unicom Company,and is also the key project of construction in recent years.However,the market share of the business in the region has continued to decline.The fundamental reason is that the organizational management system of the project is obsolete,and the special organizational management system can not be summarized and formulated in time according to the characteristics of the project.As a result,the project management level lags behind the competitors and loses a lot of market opportunities eventually.Through the comparative study,it is found that the existing project management implementation of hierarchical organization structure and job-driven management is difficult to support and respond to the current fierce market demand,so the reform of the project organization system is imperative.In this regard,this paper uses the theory and method of project organization management to improve the current organizational management system.This paper is divided into two parts: building the organizational structure of project team and establishing a set of long-term mechanism of project team management.Firstly,a strong matrix project team is set up to strengthen the communication and coordination of the project and the ability of resource mobilization.Secondly,a set of long-term project team management mechanism is established to manage the smooth and efficient operation of the project team.Considering the characteristics of the current management organization system of D City Unicom,the strong matrix project group is adopted in the research of project organization structure,and the professional matrix structure is adopted in the project team structure.The long-term mechanism of project team management includes four aspects: defining project objectives comprehensively;establishing project team communication mechanism;improving project team incentive and evaluation mechanism;and clarifying project team disbandment mechanism.This scheme can not only improve the management level of the optical fiber broadband transformation project,but also provide help for D City Unicom to open up new ideas of project management.
