In recent years,China’s economic restructuring has intensified,opening up a connotative development model.This has also caused a short-term slowdown in the growth of the petroleum and petrochemical industry.The whole petrochemical industry will face greater downward pressure due to the low price of crude oil,the excess capacity of the petrochemical industry and the prominent contradiction between production and marketing.Since 2017,affected by the deterioration of international trade and the fluctuation of global crude oil supply,H Petrochemical Company’s production and operation situation is grim,the sales of refined oil continue to decline,the inventory pressure continues to rise,and the contradiction between production and marketing has become increasingly prominent.In order to resolve the contradiction between companies and solve the problem of life and death of enterprises,this paper firstly evaluates the macro-environment of companies by using PEST analysis model,and then obtains the risks and opportunities faced by companies;secondly,combining with the analysis of resources and capabilities of companies,resources are divided into human resources,market resources and intangible resources;capabilities are divided into production capacity,technical capacity and management capacity,and then the company can make progress.And summarize the company’s strengths and weaknesses.Further,through SWOT framework analysis,the final strategy of the company is to strive for H Petrochemical Company’s comprehensive strength to rank in the forefront of domestic 5 million tons of refining and chemical enterprises,so that it has a high reputation in group companies,local governments and citizens.Specific business strategy is to implement refining strategy,through capacity expansion and transformation of the unit,improve the deep processing capacity of the unit,make full use of crude oil resources,reduce production costs,and steadily enhance the industry competitiveness in the basic refining business areas of gasoline,diesel,aviation kerosene,etc.Second,actively explore the integration scheme suitable for H company.Implementing the strategy of integration of refining and chemical industry,making full use of the advantages of rich coal resources in Inner Mongolia Autonomous Region,we will carry out the construction of coal-to-methanol plant,MTO anddownstream supporting chemical plants to realize the integration of coal,oil refining and chemical industry.Thirdly,we should implement the strategy of scientific and technological innovation to tackle the key and difficult problems in the production process of increasing production of polypropylene to increase propylene output,optimizing steam balance,improving heating furnace thermal efficiency,reducing catalytic coke generation and reducing diesel-to-steam ratio,so as to support the company to improve quality and efficiency by enhancing the capability of scientific and technological research and development and tackling key problems.Finally,around the company’s core strategy,this paper puts forward the safeguard measures for the implementation of the strategy to provide solutions for the sustainable development of the company at the present stage.At the same time,it provides reference cases for relevant industries and enterprises.
