The continuous development of urban economy,on the one hand,has brought rapid changes to people's lives,and we enjoy the convenience brought by the city.But on the other hand,we should also see that the gap between urban and rural development is widening.In order to narrow the gap between urban and rural areas and build beautiful villages,the No.1Document of the Central Committee in 2017 pointed out that "cultivating livable and industrially-friendly villages and towns,allowing farmers to fully participate in and benefit,integrating circular agriculture,creative agriculture and farming experience into an Pastoral complex,pilot demonstrations will be carried out through comprehensive agricultural development,rural comprehensive reform and transfer payments".Under such a background,the “ Pastoral complex” has become a new model of urban and rural integration and mutual promotion.The location of Yutian Town is in the Changle District of Fuzhou City,which intersects with the cities of Minhou,Fuqing and Changle.Yutian Town has a beautiful natural scenery and has won the title of“Fuzhou Ecological Village”.and has always been a big agricultural town.In recent years,it has made some progress in promoting characteristic agricultural products,building ecological agriculture and beautiful countryside.The construction of pastoral complex is just in time.In this paper,the multi-factor comprehensive evaluation method is used to analyze the land use and resource conditions of Yutian Town's“Pastoral complex” through the construction and discussion of functional zoning index system,and divides it into four functional zones: cultural tourism zone,leisure agriculture experience zone,characteristic agriculture development zone and forest land development economic zone.At the same time,combined with the characteristics and reality of the functional area.At the same time,according to the characteristics and reality of functional areas,this paper puts forward the construction strategy of integrating the dispersed resources of primary,secondary and tertiary industries,promoting the integrated development and comprehensive utilization,and promoting the mutual promotion of industries through the construction of recycling agriculture,agricultural experience,creative agriculture and other projects.
