Eradicating poverty,improving people’s livelihood,and gradually achieving common prosperity are the essential requirements of socialism and an important mission of our party.At the end of 2015,the Central Committee of the Communist Party of China and the State Council issued the "Decision on Fighting Against Poverty and Fighting Hard",stating that by 2020,the rural poor will have stable food and clothing,and compulsory education,basic medical care,and housing security will be guaranteed.The increase in the per capita disposable income of farmers in poverty-stricken areas is higher than the national average,and the indicators of the main areas of basic public services are close to the national average.To ensure that the rural poor population is lifted out of poverty under the current standards of our country,all poverty-stricken counties take off their hats to solve the overall poverty in the region.The 2020 Central Document No.1 "Opinions on Doing a Good Job in the Field of" Sannong "and Ensuring a Well-off Society Is Completed on Time" also puts forward two "ensures" : to ensure that the fight against poverty is successfully concluded,and to ensure that rural areas are fully integrated into a well-off society.This shows that our country has sufficient confidence to complete the task of tackling poverty by 2020.The "five batches" are an important measure for China to achieve poverty alleviation.Among them,the "development of production batches for poverty alleviation" ranks first in the "five batches",which shows the importance that the country attaches to industrial poverty alleviation.Industrial poverty alleviation is conducive to enhancing the self-development ability and endogenous impetus of the poor,and ensuring that the poor continue to steadily get rid of poverty and become rich;it is conducive to cultivating advantageous rural industries,deeply digging rural industrial resources,innovating rural industrial development models;The integration and development of one,two,and three industries lay a solid industrial foundation for rural revitalization.It is now less than a year before the last node of China ’s rural poor population to achieve poverty alleviation in 2020.This is the last year of poverty alleviation and the “last mile” of targeted poverty alleviation.However,at present,there are still someproblems in the industrial poverty alleviation work in our country,such as a single industrial poverty alleviation model,low sustainability of industrial poverty alleviation projects,lack of supervision and management of industrial poverty alleviation projects,and poor technical capabilities of industrial poverty alleviation targets.Therefore,in the later stage of poverty alleviation,it is necessary to conduct more in-depth research on industrial poverty alleviation,so as to improve the effect of industrial poverty alleviation and consolidate the effectiveness of poverty alleviation.According to the theoretical research on industrial poverty alleviation literature and the practical experience of participating in the third-party assessment of the effectiveness evaluation of the exit of poverty-stricken counties and poverty alleviation development,the author divided the industrial poverty alleviation policies into two categories according to the different industrial poverty alleviation targets and the nature of the project,one is the poverty alleviation policy for hematopoietic industry,and the other is the poverty alleviation policy for blood transfusion industry.This classification is a major innovation of this article,and this article mainly discusses the classification of these two industrial poverty alleviation policies.On this basis,the author took Handan City’s industrial poverty alleviation as an example,interviewed the cardholders in the four counties of Handan City through questionnaires to understand their participation in industrial poverty alleviation,and found that Handan City’s industrial poverty alleviation policy was being implemented.Existing problems and make suggestions for improvement.First,the author made a statistical analysis of the survey results of Handan City,starting from three aspects: Handan City’s poverty alleviation coverage,Handan City’s hematopoietic industry’s poverty alleviation survey,and Handan’s blood transfusion industry’s poverty alleviation survey.Secondly,to summarize the existing problems of industrial poverty alleviation in Handan City,and found that the poverty alleviation of Handan City’s blood-making industry poverty alleviation has been greatly reduced,the sustainability of industrial poverty alleviation projects is poor,the development of industrial poverty alleviation is uneven,and the micro-credit loan rate and use Non-standard problems;Handan City’s blood transfusion industry poverty alleviation has the problems of industrial poverty alleviation with a "dividend",and the implementation ofindustrial poverty alleviation policies is inaccurate.Again,the author believes that the cause of the poverty alleviation problem in the hematopoietic industry is that the grass-roots government is forced to treat industrial poverty alleviation,the development of industrial poverty alleviation lacks sustainable guarantees,there is elite capture in industrial poverty alleviation,and the implementation of micro-credit policies for poverty alleviation lacks effective Propaganda and supervision;the cause of the poverty alleviation problem in the blood transfusion industry is that the concept of industrial poverty alleviation is backward and the implementation of industrial poverty alleviation policies is not in place.Finally,in order to make industrial poverty alleviation develop in the direction of high efficiency and high quality,the author believes that to improve the poverty alleviation effect of the hematopoietic industry,we must actively promote the poverty alleviation policy of the hematopoietic industry,strengthen the sustainability of the poverty alleviation project of the hematopoietic industry,and promote the balanced development of the poverty alleviation of the hematopoietic industry Properly play the role of poverty alleviation microfinance in four aspects;to improve the poverty alleviation effect of the blood transfusion industry,we must start from changing the concept of industrial poverty alleviation and strictly implementing the "two worry-free,three guarantees" standards.Handan City is located in the heart of the Central Plains Economic Zone.Tourism resources and mineral resources are very rich.The transportation network is developed.These resources provide a deep foundation for the industrial development of Handan City.Therefore,the research on industrial poverty alleviation in Handan City has certain representativeness.However,this article mainly focuses on the research of Handan City’s industrial poverty alleviation,and the problems and countermeasures are mainly aimed at the current situation of Handan City’s industrial poverty alleviation,so it has certain geographical limitations.The task of overcoming poverty in our country is coming to an end,and the strategy of rural revitalization will be the focus of rural work in the future,and the development of rural industry is the pillar of rural revitalization.The author hopes that the research on rural industry poverty alleviation in this paper can provide some suggestions for the implementation of rural revitalization strategy in China.
