Promoting the optimization and upgrading of industrial structure is an important way to accelerate the transformation of economic development pattern,which is considered as the breakthrough of China's economic restructuring.At present,China's economy is moving towards high-quality development stage,and the construction of modern economic system with industrial structure optimization and upgrading as one of the core is an urgent requirement in this stage,which further highlights the urgency and necessity of industrial structure upgrading.Since the reform and opening up,driven by the development of the tertiary industry,China's economic structure entered the stage of "three,two and one" for the first time in 2013.In the past,the rapid development of the real estate industry has made an important contribution to the economic growth.How to reasonably and effectively play the role of the real estate industry in promoting the industrial structure is still a topic to be explored.In addition,from the development experience of developed countries,producer services are regarded as an important force to promote the upgrading of industrial structure and economic development,for which China clearly proposed to accelerate the development of producer services in 2014.Nowadays,although producer service industry in China has become the largest and most promising industry in the service industry,it still has problems of backward development,unreasonable structure and low agglomeration level compared with developed countries.Therefore,how to promote the development of producer services,play its role in promoting the upgrading of industrial structure is crucial.Under the background of the country vigorously promoting the development of producer services,this paper further explores the impact of housing price and producer services agglomeration on the upgrading of industrial structure.From the analysis of theoretical mechanism,the agglomeration of producer services can promote the upgrading of industrial structure through the effects of knowledge spillover,economies of scale and competition,and exert the inhibiting effect through the crowding effect.Rising housing prices will affect the upgrading of industrial structure through labor,capital and innovation.On this basis,this article affect the upgrading of industrial structure of producer services agglomeration in the process of the role of house prices is analyzed,thinks that there are moderating effect in house prices in the process,the specific path for house prices by money,cost,and through human capital play a negative utility regulation,through resource allocation channels play a positive moderating effect.The empirical analysis uses the panel data of 35 large and medium-sized cities from 2003 to 2017 to carry out the fixed-effect model analysis.The research finds that: 1.The housing price has a positive impact on the industrial structure upgrading with a threshold,both before and after the threshold have a positive impact,and the difference of influence coefficient is not large.2.The agglomeration of producer services can promote the upgrading of industrial structure,and there is no threshold effect.3.In the process that producer services agglomeration plays an important role in upgrading industrial structure,housing price will play a negative regulating utility.Moreover,such regulating utility is heterogeneous and only exists significantly in regions with high economic development degree and high housing price.4.In order to verify the influence mechanism of the housing price exerting the moderating effect,the housing price growth index was adopted to replace the housing price to verify whether the housing price played a role through the capital approach.The results showed that the capital approach could not be proved,but that the housing price rise would achieve the upgrading of the industrial structure by accelerating the allocation of resources.5.When the housing price and the housing price growth rate are both regressed,it is found that in addition to accelerating the allocation of resources,they also play a regulating role through the means of cost and human capital.The overall regulating effect is negative,that is,the housing price plays a regulating role mainly through the means of cost and human capital.Therefore,this paper proposes to upgrade the industrial structure from the perspective of developing producer services.The specific measures are as follows: 1.The government should increase investment in producer services,and increase capital input by means of active input,subsidy,guarantee or asset securitization.2.Strengthen the cultivation of specialized talents and pay attention to the combination of production,learning and research.3.Strengthen the construction of the platform and realize the clustering effect across geographic space through the Internet.4.Formulate differentiated producer services agglomeration policies.5.Reasonably stabilize housing prices and accelerate the establishment of a long-term mechanism for the real estate market.6.Reduce the negative impact of rising housing prices on the agglomeration effect of producer services,and reduce the negative impact of rising housing prices by increasing housing security for talents,guiding enterprises to innovate and rationally allocating capital.
