| The national economic level of today’s society and the pace of urban modernization are developing rapidly.More and more cities have begun to join rail construction projects.As a large-scale engineering construction project,the investment cost and construction of urban rail construction projects are relatively large.The time is long,the coverage is wide,and the complexity of construction is high.In the initial stage of project development,the service units,project contractors and material suppliers will participate in the project one after another,and determine the scope of the project for which they are responsible through bidding and procurement.Since service projects run through the entire construction,bidding for service projects is crucial.In order to ensure the successful implementation of the bidding for urban traffic engineering construction services,it is necessary to strictly control the bidding process,abide by the bidding system,analyze the bidding process for urban rail transit engineering construction services,and find out the law of the bidding process,so as to further propose urban traffic engineering Optimization strategy for service tender management.Based on the current research situation at home and abroad,this paper systematically analyzes the overall development of engineering project service tender management and the development of rail engineering service tender management through literature analysis.Five categories of issues,including the division of bidding sections,the development of bidding requirements,the selection of bid evaluation indicators,the formulation of the main terms of the contract,and the risks of bidding were analyzed for rail engineering construction service projects.Through the research and analysis of the whole phase 1 project of a city’s Line 2 project and the decoration site design,system site design,construction drawing review and other actual cases,the selection of the tendering method,the division of the bidding section and the tendering requirements were found respectively.Related issues such as the formulation of bids,the setting of bid evaluation scores,and the formulation of the main terms of the contract,and proposed corresponding solutions.Finally,based on the research of this paper,the optimization strategy of service project bidding management is proposed,including optimizing the work content of bidding agencies,improving and setting bid evaluation indicators,strengthening contract management,and optimizing the bidding process.The focus is on establishing a bidder database,using pre-tender pre-publication,expert review ofbidding documents,adding information release media,dynamic assessment of the expert database,and post-tender evaluation.Provide reference for the bid management of rail transit engineering construction service projects.This paper has 10 maps,6 tables,and 71 references. |
