| With the rapid development of China’s economy and society,the process of urbanization is accelerating,the total population of the city is increasing rapidly,which puts great pressure on the infrastructure of the city.The development of the city is constantly facing traffic problems,and congestion has become a hindrance factor.This is a major challenge for the development of the city.Therefore,in the development of the city,the construction of infrastructure is regarded as the key work of construction,especially the construction of urban rail transit.There are many forms of urban public transport,rail transit is different from ordinary travel vehicles,and has its own unique advantages,but there are also some shortcomings besides the advantages,such as: long construction cycle,huge investment,long return cycle,etc.Therefore,the operation value of urban rail transit is mainly reflected in the construction and operation of the project.The government regards the operation of PPP mode of rail transit as a way of innovating the investment and financing system and transforming the functions of the government.This mode can improve the operation efficiency of the city,better provide public services and products for the people,and constantly promote it.The transformation of government functions.At present,China’s PPP model is developing very fast and has become the backing of economic and social development.The traditional rail transit construction relies on government funds and bank loans,but this is a very single financing mode.Chengdu Metro Group is trying to explore various financing modes in transportation.PPP mode is very big in this society.Under the circumstances,it came into being and was favored by the Chengdu Municipal Government and the traffic department.The expressway between Chengdu City and Tianfu International Airport is constructed by Metro Line 18.It is a composite line in nature.It is not only a city passenger flow,but also an airport passenger flow.It is expected that the first and second phases of the project will be completed and opened to traffic in the same period in June 2020.At the initial stage,Chengdu South Railway Station will be opened to Terminal 1 and 2 of Chengdu Tianfu Airport.At the same time,with the construction of Metro Line 18,Chengdu Metro Group is facing tremendous pressure in terms of capital,operation and construction.The Metro Group must constantly change its thinking and mode,and explore a new mode of rail transit development.This paper takes "the effect of PPP mode implementation on Chengdu Metro Line 18" as the research theme,investigates the evaluation and satisfaction of government staff,relevant experts and the public on the PPP project,carries out research through questionnaire survey and interview,carries out a comprehensive analysis of the data,and explores the PPP mode transportation on Line 18 in the results.Existing problems and challenges,summarize relevant experience.Based on the overall situation and characteristics of the PPP mode of Line 18,through comparative analysis,advanced and feasible PPP mode is put forward to make urban development more stable and sustainable.At the same time,according to the analysis of the relevant mechanism,risk and causes of PPP mode of Line 18,according to the shortcomings,put forward targeted recommendations,that is,to improve the policies and regulations of PPP mode;to improve the institutional mechanism of PPP mode;to increase the resources investment of PPP mode. |
