With the accelerating process of urbanization, a growing number of urban problems and transport problems increased prominently, such as urban expansion haphazardly, urban planning in a mess.The gradual increase of cars that have made urban order into chaos, which seriously affected the living condition and travel. Based on mutual influence urban development and urban transportation, TOD development model provides a solution for the planners. The guidance of TOD not only make city develop in main public transit,adjusting the industrial layout, but also develop the land use of rail station further, optimize urban land use and improve the urban living environment. As more and more construction of urban rail transit, people combine successful experience both in China and abroad, the only way to insist urban sustainable development is guiding the development of TOD mode with urban rail transit.The central of Linear city is in a large traffic pressure and the resident trip shows a zonal distribution obviously because space and urban construction land area is limited. In addition, the link between the various functional groups aren’t close enough,which caused serious depletion of resources in public.And the natural environment destruction and erosion caused by urban development is more serious. To change this bottleneck of urban development, Linear city development should be combined with the guide of TOD development model in rail transit. The city should give prominence to main development axis, and put an emphasis guide land development around the station, build livable environment and promote urban development.This paper describes the basic concept of TOD planning and further analyzes the relationship between rail transit and uses of urban land. Secondly, analyzes the urban spatial structure and land use characteristics of Linear city, summarizes the rationality and adaptability of TOD development guided by urban rail transit. Then the article focused on the problems about TOD mode under rail transit for example how to develop the land use surrounding rail station, the road network at different distances reduction as well as LOGIT model based on travel mode choice of a number of survey data that determines TOD development scope. Furthermore, based on "3D" principle build a multi-objective programming model of floor area ratio to develop land use of various land types. Finally, the article takes the corridor valley pattern Linear city of Xining for example, study the TOD development mode guided by Xining Rail Transit Line 1 from macro and micro aspects. Then choose the Bowen Road rail station to land use development and strategy suggestions with MOP model. In the end study of the traffic integration within the rail transport in the TOD-affected zone, which can play a greater effect in TOD mode.
