Research On The Impact Of The Reform Of "No More Than One Trip" On Business Registration System

Transforming government functions and deepening administrative simplification and decentralization are important measures to build a service-oriented government.The reform of " no more than one trip " and the reform of business registration system are both important links in the reform process of "delegating power,regulating and serving".In 2013,the state council launched the process of comprehensive reform of the business registration system.In 2016,the reform of "no more than one trip" was first proposed and piloted in Zhejiang Province,and then vigorously implemented nationwide.In order to achieve "no more than one trip ",the business registration reduces process,reduces items and launches an online registration platform with multi-department functions,greatly inspires the enthusiasm of the entrepreneurs for "mass entrepreneurship and innovation",and greatly improves the satisfaction of the public to the government.On the other hand,the reform of " no more than one trip " greatly reduces the barriers to entry that brings the big test to the traditional business registration of the big test.Holistic governance focuses on the overall operation of internal government institutions and departments,advocating that management should move from decentralization to centralization,from the part to the whole,and from fragmentation to integration.Based on the perspective of holistic governance,Starting from the study of the impact of the reform of " no more than one trip " on the business registration system,it is found that the reform of " no more than one trip" effectively solves the fragmentation problem of business registration and makes the field of business registration to realize integrated governance.This paper tries to explain the action mechanism of the " no more than one trip " reform on the business registration system with holistic governance theory,and at the same time to respond to the problems arising in the reform process,through policy revision,to further integration of the field of business registration was made,and to improve the existing defects and deficiencies of the business registration system,making full use of "Internet + e-government service" and large data,to further expand the positive impact and truly achieve efficient convenience on business registration and crowd-satisfied "no more than one trip".
