Research On Influencing Factors And Countermeasures Of PPP Applied To Stock Municipal Infrastructure

Urban municipal infrastructure is an important material basis for promoting new urbanization and comprehensively achieving a well-off society.Since the reform and opening up,after long-term investment and construction,China has formed a large number of stock assets in the urban municipal infrastructure.However,due to its industry characteristics and economic attributes,China's municipal infrastructure generally has problems such as insufficient construction and operation funds,high debt risk,and low operational efficiency.Faced with the above problems,applying the PPP model to revitalize the stock municipal infrastructure is one of the effective means to expand the local government investment capacity,reduce the local government debt burden,and improve the efficiency of project operation and maintenance.However,at present,there are many new projects and few existing projects in the PPP projects implemented in China,and the structure of PPP projects is unbalanced.Under the background of the state's advocacy of accelerating the use of PPP mode to revitalize infrastructure stock assets,according to the current situation of China's stock municipal infrastructure PPP projects with less storage and difficulty in landing,this paper first investment the current status and existing scale of China's stock municipal infrastructure,through field research summarizes the difficulties in defining the boundary of the existing municipal infrastructure,the complexity of asset ownership,the imperfect operation management mechanism,and the lack of equipment functions.The paper also expounds the necessity and feasibility of accelerating the use of the PPP model to revitalize the assets of municipalinfrastructure stocks from the advantage,relevant policies and regulations and existing experience.Based on the preliminary analysis of the existing problems of stock municipal infrastructure,using case analysis,document collation and expert interview and other methods,from the five dimensions of policy environment,local government,social capital,project characteristics and project operation,systematically summarize the influencing factors affecting the application of PPP mode in the municipal infrastructure;Then the system engineering method is used to establish a7-level multi-level hierarchical structure model between the influencing factors,and combined with the improved OWA operator method,the fundamentals identified influencing factors are empowered,and finally the specific operational procedures are unclear,forms of stock property,the relevant supporting preferential policies are imperfect,the high quality stock municipal PPP projects are insufficient,the lack of data integrity,and the evaluation of state-owned assets are difficult are identified as the key influencing factors of PPP mode for infrastructure application;Finally,according to the key influencing factors,countermeasures and Suggestions are put forward from the aspects of carrying out the inventory of municipal infrastructure assets,accelerating the construction of information systems,improving related supporting policies,actively introduce high-quality stock resources and doing a good job in the evaluation of state-owned assets,so as to provide reference for accelerating the implementation of PPP mode in the stock municipal infrastructure.This paper analyzes and studies of the influencing factors of the application of PPP mode in the stock municipal infrastructure,clarifies the key factors affecting the PPP model to revitalize the municipal infrastructure stock assets.Aiming at the key influence factors put forward the corresponding countermeasures and Suggestions.It has certain theoretical and practical significance to resolving the problem of stock PPP projects and application of the PPP model to revitalize the infrastructure work.
