Research On The Critical Influencing Factors Of PPP Operating Performance And Their Interrelationships

The operation and maintenance of the PPP projects are not only related to the efficiency and quality of the supply of public products and service,but also related to the income of the project company.However,due to the long periodicity and uncertainty of PPP projects,the government and social capital do not pay enough attention to the operation of PPP projects,and even the social capital does not participate in the operation or is short of performance appraisal,resulting in a considerable number of PPP project operating performance elements are difficult to control,which even leads to performance decline.Therefore,the analysis of the critical influencing factors of PPP project operation and the relationship between them can help PPP project better operation.Through comprehensive literature review and expert interviewing,this thesis identifies 21 potential influencing factors of PPP projects'operating performance,such as the pricing mechanisms of PPP projects,the stability of national policy and inflation situation,according to the different stages of PPP project implementation and its environment.The 63 valid questionnaires collected are analyzed,and 21 factors are summarized into five groups by factor analysis:the system of policy and economy,project features,industry characteristics,project participants and public acceptance.Fuzzy analytic hierarchy analysis reveals that 14 factors have significant influence on the operation performance of PPP projects.Among the factors,three factors that hold the largest impact on the operation performance of PPP projects are the financing availability of PPP projects,the attitude of government departments towards PPP and the public support for PPP.Finally,the ISM and improved DEMATEL method is adopted to 14 key influencing factors to deeper analyze,and concluded that six factors about reason and eight factors about result,project requirement for operating technology degree is the direct factor that affects the PPP project operating performance,operators operating ability is the internal fundamental factor that affects PPP project operation performance.This thesis not only identifies the influencing factors of PPP project operation performance,but also explores the interaction mechanism between these factors.The results can provide certain theoretical basis for relevant researches about the operation of PPP projects and project operation,and can also provide certain reference for PPP project participants on how to better operate PPP projects.
