China has gradually become a major manufacturing country with the low labor cost since 1978.But manufacturing industry has faced many difficulties in the development process.On the one hand,China's manufacturing industry has been developed by an extensive and energy-intensive way for a long time,resulting in overcapacity of low-end and medium-end products and no meeting people's unique demand.At the same time,China's weak awareness of independent innovation has led China to fail to realize that through original innovation,it can create advanced production processes and produce high-quality and high-value-added manufacturing products.As a result,the supply of high-level products is seriously insufficient and it is unable to develop new manufacturing markets.On the other hand,China's traditional comparative advantages of labor and resources in manufacturing industry are gradually disappearing due to the problems of rising labor costs,overuse of resources,and serious environmental pollution,thus new competitive advantages need to be repositioned to maintain its competitive power.Facing the above-mentioned severe situation,the manufacturing industry needs to be transformed and upgraded.Therefore,it is of great significance to study the transformation and upgrading of manufacturing industry.Among the relevant researches on manufacturing transformation and upgrading,the most common one is to study the influencing factors of manufacturing transformation and upgrading.At the same time,the measurement method of manufacturing transformation and upgrading is popular.Therefore,this article mainly analyzes the measurement method and explores the influencing factors of the transformation and upgrading of manufacturing industry from the following three aspects.Firstly,this paper reviews theoretical papers related to the transformation and upgrading of manufacturing industry to lay a foundation for subsequent research.Based on the development goals and new directions of manufacturing industry,a comprehensive evaluation index system is constructed from four aspects such as intelligent manufacturing,innovative manufacturing,efficient manufacturing and green manufacturing.Secondly,considering the availability of data,this paper,by using data of 28 provinces during 2006-2016 in China,calculates the index by entropy method and analyzes its evolution track.In addition,this paper divides the total sample of 28 provinces into three sub-samples of eastern,central and western regions and analyzes the transformation and upgrading of manufacturing industry from the vertical and horizontal angles.Then,this paper uses the related data to empirically analyze the impact of six factors including human capital,exports,fiscal expenditure,regional economic development level,urbanization,fixed asset investment level on the transformation and upgrading of manufacturing industry by using a fixed model,and the results show that human capital,urbanization and investment level of fixed assets have significant promotion effects on the transformation and upgrading of manufacturing industry.However,exports,fiscal expenditure and regional economic development level significantly have a negative effect on the transformation and upgrading of manufacturing industry.On the basis,this paper divides the total sample into eastern and western-central sub-samples,explores the impact of these factors on the transformation and upgrading of manufacturing industry in eastern and western-central regions respectively,and draws the relative conclusion.Finally,this paper provides the related policy suggestions:(1)formulate reasonable industrial policies and coordinate the development of all regions;(2)increase investment in human capital;(3)optimize the export structure;(4)improve the level and quality of urbanization;(5)improve production efficiency,and promote the in-depth integration of information technology and manufacturing industry;(6)improve the ability of technological innovation,and promote energy conservation and emission reduction.
