Since the founding of The People's Republic of China 70 years ago,with the development of productivity,our national life has been continuously improved,but at the same time,the problem of insufficient imbalance in development has become increasingly prominent.There is still a certain size of population in China,which is in poverty and needs poverty alleviation.Since the 18 th National Congress of the Communist Party of China,the party and the state have always placed poverty alleviation and development work in a prominent position.As a result,poverty reduction has achieved remarkable results,but China's poverty reduction cause still faces challenges.Although the overall incidence of rural poverty in China has dropped to 1.7%,there are still more than 10 million poor people who have not escaped from absolute poverty.The problem of deep poverty areas and special poverty groups is still outstanding,which is the key target for poverty reduction.In the government's poverty alleviation work,finance has always been an effective means to optimize resource allocation and reduce poverty.In China's public expenditure structure,fiscal expenditure on agriculture and rural poverty are the closest,and it has always provided important issues for the “three rural issues”.The financial security guarantees a very important guarantee and support for the reduction of rural poverty.Therefore,this paper takes the financial support for agriculture and rural poverty as the main research contents,and studies the poverty alleviation effect of fiscal support for agriculture,that is,the effect and influence of the government's fiscal support for rural poverty.This paper first summarizes the domestic and international research results on fiscal support for agriculture and poverty reduction and the relationship between the two.It is found that scholars at home and abroad have studied the issue of fiscal support for agriculture and poverty reduction,but these documents still exist.Based on these studies,this paper proposes several innovations of its own;it elaborates on the concept of financial support for agriculture and poverty reduction in rural areas and related theories,and introduces financial expenditures on agriculture and The related concept of poverty alleviation also analyzes several mechanisms of financial support for poverty reduction,namely economic growth,non-agricultural employment,with emphasis on economic support from the perspective of economic theory and reality.Agricultural expenditure through the mechanism of economic growth and poverty reduction.Theoretical research has laid a theoretical foundation for the empirical research in the following texts;then it describes the current situation of China's fiscal support for agriculture and poverty alleviation,and analyzes the trend of China's long-term fiscal expenditure on agriculture and the structure of poverty,while at the same time through the scale of China's poor population,poverty The overall situation of the incidence and the analysis of the distribution of poverty,to understand the current situation of rural poverty in China,so that the content of the research has a deeper understanding.On the basis of these,we finally use the panel data of 31 provinces,municipalities and autonomous regions in China from 2010 to 2017 to empirically analyze the poverty alleviation effect of China's fiscal support for agriculture.In the process of empirical analysis,regional heterogeneity is also considered.Sexual issues and the mechanism of fiscal support for agriculture to reduce poverty.The results of this study show that China's fiscal support for agriculture has a significant effect on rural poverty reduction,but there is regional heterogeneity.From the national sample situation,every 1% increase in fiscal support for agriculture will reduce the incidence of rural poverty by 3.84%.The increase in fiscal support for agriculture will reduce the incidence of rural poverty and thus achieve the goal of poverty reduction.From a regional perspective,as the level of economic development in the eastern,central and western regions decreases in turn,the role of fiscal support for agriculture in reducing rural poverty is increasing,that is,the more obvious the effect of poverty reduction.From the perspective of the mechanism of action,the results of both mechanisms have proved the existence of the mechanism of economic growth.Finally,the paper also conducts a robustness test,mainly considering the replacement of the metrics of the interpreted variables and the endogeneity of the model.The results prove the robustness of the research results.Based on the above research results,in view of the problems existing in China's poverty reduction roads at this stage,this paper will increase the financial support for agriculture,pay attention to the regional heterogeneity of financial support for agriculture,innovate financial support for agriculture,and improve the comprehensive ability of rural poor.In four aspects,he proposed policy recommendations on fiscal expenditure on agriculture.
