A Study On The Consistency And Resolution Mechanism Of Yunnan Industrial Overlap

New urbanization is the only way to modernization.Promoting the construction and development of new urbanization is a powerful support for maintaining sustained and healthy economic development and social stability,and a strong guarantee for a successful and comprehensive construction of a well-off society.With the advancement of new urbanization construction,China's economic development has entered a critical period,which will cause the recombination of resources and production factors.The existing resource allocation methods,industrial operation methods,economic structures and administrative systems will also change,which will further change Production relations and industrial allocation relations.New economic growth points and growth drivers have made economic transformation extremely critical at this stage.Among them,the optimization and upgrading of the industrial structure is the top priority.However,there are many problems in the current industrial structure in various regions of China,and industrial overlap is one of them.Industrial overlap is a phenomenon of similar industrial structure in economic development in different regions.It refers to the phenomenon that the differences in industrial structure continue to weaken,mainly reflecting the change trend of industrial structure between regions from a spatial perspective.Scholars in related fields,when exploring the changes in the industrial structure in different regions,pointed out that the phenomenon of industrial overlap has now developed into a more serious situation.However,regarding the cause of the problem,the severity of the problem,and solutions,it is difficult for the academic community to unify their views.Taking this situation into consideration,this article comprehensively analyzes the specific conditions of the industrial overlap in Yunnan Province and the reasons for its formation in different regions.The results show that multiple factors lead to the emergence of industrial overlap.Therefore,it is unreasonable to completely deny or affirm the content of industry overlap.It is necessary to discuss the reasons for this phenomenon from different angles,mainly divided into rationality and irrationality.Reasons for rationality mainly include regional factor endowments,industrial agglomeration to form industrial clusters and spatial transfer of industries,that is,the desirability of overlapping industries.The desirability of industrial overlap is not only suitable for comprehensive economic development,but also in line with regional comparative interests and regional industrial division of labor.It is also a prerequisite for a reasonable regional division of labor.The emergence of such industrial overlap has its objective necessity.The reason for unreasonability is mainly reflected in the similar market demand and local government interest behavior after the reform and opening up,that is,the undesirable nature of overlapping industries.The undesirable nature of overlapping industries will lead to the development of industrial systems and industrial layouts that are inconsistent with objective economic laws and division of labor requirements,resulting in impaired economic benefits and the rationality of division of labor,which is not conducive to economic progress.By analyzing the degree and desirability of industry overlap in 16 cities in Yunnan and each region,I believe that the research in this article can help each city in Yunnan and even the west to have a comprehensive understanding of the phenomenon of industry overlap and formulate effective rectification plans.This paper collects and sorts out the relevant literature on the current situation and the causes,measures,and content in terms of industry overlap.Based on this,the construction of the theoretical framework for this study is completed.Then,by reasonably using the industrial structure similarity index,the industrial overlap degree of 16 cities and four major regions in Yunnan was calculated,and the Shift-Share Method was used to analyze the major industries in Yunnan and each city.The overlapping desirability finally concluded a reasonable response plan.After measuring the three industries and sub-industries in Yunnan,the final conclusion is that the phenomenon of overlapping industries does exist in various regions of Yunnan,but it does not actually reach the severity proposed by some scholars,and the phenomenon is even obtained to a certain extent Relieved.At the same time,the analysis of the desirability of industrial overlap based on empirical analysis and comparative analysis shows that the progress of regional economy is indeed hindered by the occurrence of the phenomenon of industrial overlap,and its role is different in different regions.Among them,the central Yunnan region has obvious competitive advantages in the tertiary industry;the competitiveness of the western and southern Yunnan regions is gradually increasing,especially the southern Yunnan region has shown a good development momentum;and the eastern Yunnan region has a better industrial development situation.But its industrial structure needs to be improved and optimized.This shows that different regions in Yunnan Province have their respective comparative advantages in the industrial structure.Therefore,in the process of formulating and implementing relevant policies,we must base ourselves on advantageous industries,enhance the competitiveness of regional industries,and promote each other to form a regional whole.The characteristic industrial development road of the western region.At the same time,various regions of Yunnan Province and industrial parks should accelerate the integration of economic development and improve the level of local specialization.
