In 2007,China formally promulgated the law of the People's Republic of China on specialized farmers cooperatives(hereinafter referred to as the law on cooperatives),which affirmed the status of specialized farmers cooperatives(hereinafter referred to as cooperatives).As a new type of agricultural operation subject,cooperatives are of great significance to solve the problems of agriculture,rural areas and farmers in China.Since the promulgation of the law on cooperatives,the number of cooperatives has been increasing,the number of members has been increasing and the scale of cooperatives has been expanding.The emergence of cooperatives promoted thestable development of agriculture and rural economy,meanwhile coupled with increasing of the farmers' income.However,due to the surge in the number of registered cooperatives,the production and operation scale is small and the profit level is low.The cooperatives' unique advantages can not be shown.Therefore,in view of the main problems in the development of cooperatives,the study of the performance level of cooperatives is conducive to improving the current dilemma and further improving the rapid and stable development of specialized farmers cooperatives.This paper firstly analyzes the environmental background of the current cooperatives,expounds the significance of the performance evaluation and the analysis of its influencing factors.It also introduces the relevant concepts and theoretical basis of cooperatives,sorts out the relevant literature on performance evaluation and influencing factors of cooperatives at home and abroad,summarizes the research achievements and shortcomings,and thus obtains the research topic and significance of this paper.Then,based on the relevant data obtained from the investigation of cooperatives in Anhui province,appropriate evaluation indexes are selected to construct the performance evaluation system of specialized farmers cooperatives in Anhui province.Then the analytic hierarchy process and entropy method were used to assign subjective and objective weights to the evaluation indexes,and the method of "multiplication,synthesis and normalization" was used to assign weights to the combination,so as to evaluate the performance of the cooperative and calculate the performance score.Through the analysis of the results of performance evaluation,it is concluded that the performance level of farmers' specialized cooperatives in Anhui province is in the middle and lower level.Thirdly,according to the results of performance evaluation,the performance level of cooperatives is divided into threecategories: low,general and good.The orderly Probit model is adopted to make an empirical analysis on the factors affecting the performance of cooperatives.The results show that the number of members,the educational level of the President,the number of annual training and the financial support of the government are the factors that affect the performance of the cooperative.Finally,based on the empirical analysis results,the following reasonable policy Suggestions are put forward to improve the performance level of farmers' specialized cooperatives in Anhui province:Pay attention to talent training and strengthen knowledge and technology training;Enrich the service contents of farmers' specialized cooperatives and expand their production capacity;Increase government support and increase the level of financial abundance;Strengthen internal supervision and carry out standardized operation.
