With the development of the economy in China, great changes have taken place in the modern enterprises. In order to hold on the favorable position, the importance of the management model is more and more evident. The characteristics of enterprise human resources in our country brings out the higher demand for human resource management, which force the enterprises have to raise the performance of human resource management to effectively retain high performers and motivate employees in their work. Therefore evaluating the human resource management effectively is the key step. This paper established the comprehensive evaluation model of the human resource management to evaluate the performance of human resource management effectively, in order that it can play a drawing lesson to the human resources management of enterprises.Firstly, according to the screening principle of systematicness, scientificalness, combination of quantitative and qualitative, the paper chose the indexes on the main aspects of human resources management of enterprises and established the evaluation index system of human resources management. Secondly, through the standardization disposal of the data of index system , the paper computed the weights of indicators separately by combining the G1 method and the entropy method, and determined the optimal combination weights of indicators using the principle of Minimum deviation which was between the objective and subjective evaluation result, In this way, this paper established the comprehensive evaluation model of measurement of the human resources management of enterprises in order to evaluate the human resources management effectively. Finally, the paper ranked the objects to be assessed according to the results, which can be acted as the evidence for the judgment of the human resources management.The characteristic of the paper is that the comprehensive evaluation model of measurement of the human resources management of enterprises overcome the drawback that too objective or too subjective of existing researches. The paper establishes the optimization model based on the principle of Minimum deviation which is between the objective and subjective evaluation result, and then gets the weight proportion as well as the importance of objective and subjective evaluation results to the combination weight, which considered the combined influence of the objective and subjective evaluation results, and it avoided the baseless practice of putting the same weight to objective and subjective. Finally, the paper introduced in detail in the implementation of the comprehensive evaluation model of the human resources management for instance, hoping that they may be helpful to the human resources management in enterprises.
