Study On The Reform Of Rural Collective Property Rights System In Hunan Province

Nowadays,with the rapid development of economy and society,the existing rural collective property right system has been unable to meet the development needs of the new socialist modernization countryside in our country.Reforming the rural collective property right system is the only way for rural development,and a great practice and system innovation combining the reform of rural economic system with historical experience.Hunan Province,as a major agricultural province,is the national food base.In order to meet the needs of the times,the reform of rural collective property rights system is an inevitable choice for rural economic development.Establishing a rural collective property right system with clear property rights,complete rights and responsibilities and smooth circulation is to better meet the inevitable requirements of the construction of a new modern countryside.This reform is conducive to safeguarding the legitimate rights and interests of the broad masses of farmers and stimulating the vitality of rural economy.This article will combine the collected literature and the situation of rural collective economic organizations to make a comprehensive understanding of the reform of the rural collective property rights system in the province.Under the background of the reform of rural collective property right system,Hunan Province carried out the reform of rural collective property right system in December 2017.The problems of unclear property rights,difficult to define the members of economic organizations,difficult to set up stock rights,insufficient protection of collective property rights,and lack of effective management of rural collective assets have seriously hindered the development of rural economy.These problems are also the focus and difficulty of the reform of rural collective property rights system in Hunan Province.Research data show that in the process of reform,new forms of rural collective economic development,represented by Xihutan Village,Yongan Town,Liling City,Shantian Village and Longyaoshan Village,Linxiang City,have emerged,which has played a good exemplary role in promoting the reform of rural collective property rights system in Hunan Province.In addition,in order to further study the reform of rural collective property right system in Hunan Province,this paper gives an example to analyze the development history of the reform of collective forest right system in Liuyang City,and draws lessons from the reform of collective forest right system in Liuyang City.Finally,it makes a deep analysis of these problems based on the existing data and theories,and puts forward corresponding suggestions for the reform of rural collective property right system in Hunan Province.Suggestions and countermeasures.
