It is also vital significant for the construction of national food safety guarantee system.Based on the understanding of the concept of national and international food safety, food safety issues in Shanxi province should be considered from three complete links, food production, food circulation and grain consumption and any link will pose a threat to overall safety. So, the connotation of the current food safety, problems and countermeasures in Shanxi Province must use these three links as the main line, combining the situation of the current and the grain situation in Shanxi Province to carry out the research.This article selects five aspects:food self-sufficiency rate, grain self-sufficiency rate, food per capita, grain prices level and grain storage level as measures of food safety in Shanxi Province, connecting with the grain supply and demand situation in Shanxi Province in recent years, makes a comprehensive analysis of the overall status of food safety in Shanxi Province. Five consecutive years’ grain harvest, grain prices stable and sufficient food stocks reserves make the current food safety situation in Shanxi Province good. But due to natural endowment, rigid increased demand for food, food production shortfall persistence and has a tendency to expand, food safety situation in Shanxi Province is not optimistic.This article analyzes the problems of food safety in Shanxi Province from food production, food circulation and food consumption, respectively. Produce insufficient food production, food structural imbalances and regional imbalances, farmers plant grain with low enthusiasm, food high external dependency. Grain circulation way lagging, storage and low level of industrialization development lag restricted the development of the grain circulation in Shanxi Province. Food security problem and food safety concept of lag in production, collection and storage, processing and consumption of pose a threat to the safety of the food consumption linkAccording to food safety problems in Shanxi Province, a series of countermeasures and Suggestions are put forward.
