| The rapid development of the aging population is an important feature in the developing process of China and even the world in the 21 st century.To cope with the continuous aging crisis and provide effective pension security for the elderly have become subjects widely studied by scholars at home and abroad.Restricted by the level of economic development and the mode of economic growth,China’s pension security policy to cope with the aging population is inadequate and the result is not satisfactory,especially in rural areas.The weakening physiological characteristics,declining family roles and lower social status of the elderly determine that they are essentially vulnerable groups,while the rural poor elderly,as a group with both poverty and old age,deserve more attention from the state and society.The research on the rural poor old people and the exploring for ways to establish the pension protection system will not only help to promote the quality of the old-age security of the rural poor old people,improve the old-age security system,but also help to build a well-off society and maintain social harmony and stability.Taking L City of Shandong Province as an example,this paper adopts the research methods of literature,questionnaire and interview,and takes the welfare pluralism theory and Maslow’s hierarchy of needs as the theoretical basis to investigate the pension security of the poor old people in rural areas.This paper reviews the current situation of rural poor old people and the implementation of endowment insurance policies in L City,analyzes the current situation of economic supply,living and living care,medical and health status,and spiritual comfort of rural poor old people,and finds out that there are four problems about the old-age security about the rural poor old people which are low economic supply level,living difficulties,inadequate medical treatment and lack of spiritual comfort.Causes of the dilemma of old-age security are analyzed from two perspectives.There are reasons of imperfection of the government pension system,weakening of the family pension function and the lack of social pension function from the perspective of objective environment and decline in self-support capacity,some elderly people’s over reliance on government subsidies,cognitive differences about ways of old-age care from the perspective of subjective individual analysis of the old in poor rural areas.In the end,countermeasures and suggestions are put forward in order to improve the old-age security of the poor old people in rural areas,which are broadening the channels of income increase for the poor in rural areas,strengthening the life care security for the poor in rural areas,improving the medical security level for the poor in rural areas,and perfecting the spiritual comfort support system for the poor in rural areas. |
