Agriculture,which is a weak industry,is often in an inferior position in the market competition between national production sectors,and to achieve long-term stable development of agricultural production,it must be controlled by government macro policies.Agricultural subsidy policy,as the most important policy tool in agricultural policy,has become a weapon for strengthening agriculture and benefiting farmers,and has made outstanding contributions in improving the welfare of farmers.The reasonable and compliant implementation of agricultural subsidy policies and the implementation of measures tailored to local conditions have played a key role in resolving various problems arising from the development of agricultural and rural areas in Jinchang City and improving the comprehensive development of local agricultural and rural areas.The basic context of this research is as follows:(1)Read relevant literature,summarize and research previous studies,and construct an index system for the impact of agricultural subsidy policies on farmers' welfare;(2)summarize and develop the development process of agricultural subsidy policies in China and the major changes in Jinchang City.Implementation status of agricultural subsidy policies;(3)Conduct field surveys to collect relevant data,and perform descriptive statistics on the data obtained;(4)Compare and analyze the changes in the comprehensive index of farmers' welfare before and after the implementation of agricultural subsidy policies in Jinchang,and explore Jinchang in depth The impact of the city's agricultural subsidy policy on farmers' welfare;(5)Put forward optimization suggestions for the problems in the implementation of the policy,with a view to providing feasible ideas for the further improvement of Jinchang's agricultural subsidy policy.The main conclusions of this study are as follows:(1)The agricultural subsidy policy has a positive impact on the economic and social welfare of farmers,and the level of economic and social welfare of farmers has played a vital role in the development of agricultural modernization;(2)Agricultural subsidies Policies have a negative impact on farmer's agricultural production and welfare,improve the market competitiveness of agricultural products,transfer rural surplus labor,and accelerate agricultural large-scale operations,which are the fundamental ways to improve the level of farmer's production and welfare;(3)the agricultural subsidy policy on the farmer's ecological environment The level of welfare has a positive impact.It is necessary for farmers to have a strong sense of protection of the agricultural ecological environment,reduce the implementation cost of protecting the agricultural ecological environment,and enable farmers to take the initiative to implement policies and guidelines;(4)Social security for agricultural subsidies to farmers The level of welfare has a positive impact,but at the same time the government should increase the financial subsidy for medical resources and establish a multi-level pension security system based on the needs of farmers;(5)The impact of agricultural subsidies on the psychological welfare of farmers is not significant,and the policy should be improved Timeliness and flexibility The degree of information disclosure policy.Achieve large-scale production of land,improve the efficiency of agricultural land output,transfer rural surplus labor,improve the agricultural ecological environment,improve the farmers' social security system,promote rural modernization and rural development,and allow farmers to have more free money and time.It can truly improve the comprehensive agricultural welfare level and give play to the long-term incentive effect of agricultural policies.
