Effects Of Land Certification On Agricultural Production And Farmers' Welfare In China

The clear land property right and the protection of land property right from the system are necessary to promote the development of rural economy,and the system which encourages the effective utilization of land can effectively improve the economic development.In China,however,are still made by the stable and strong property rights protection system,land owned by collectives,which to a certain extent,guarantee the fairness of the income,but due to the low efficiency of land from the production of farmers transfer to production efficiency higher farmers there are high transaction costs,which to a certain extent,shows the connection between the peasants and land is stronger,from the early part of this century,China's agricultural industry output value proportion of GDP is 11.76%,and 34.92%of the population distribution in rural areas,this shows that the instability of property right system is economically inefficient.The right of land is mainly defined on the basis of actual measurement.China land counterpoising truly began in July 2009 the right to the contracted management of rural land registration pilot scheme,the file points out "would be contracted land area,space location and ownership certificate,etc to the household contracted land area,spatial location and ownership certificate implement to the home",and to keep the land contract relations for a long time doesn't change.In 2011 "about the opinions of the right to the contracted management of rural land registration pilot work,further pointed out that the land approval must be established on the basis of the measured,solve" contracting land area are not allowed to be unclear,four to register is not sound,spatial location is unknown,"and so on.This will help to establish a system of rural collective property rights with clear ownership,complete ownership,smooth circulation and strict protection of Chinese characteristics.This paper aims at analyzing the influence factors of agricultural productivity and farmer welfare from the perspective of land property rights.The difficulty of identifying the effect of land confirmation is that the land confirmation has an induced effect on agricultural productivity and farmer's welfare.Firstly,the mechanism of land centralization is analyzed and the influence of land confirmation on agricultural production efficiency is analyzed.And on the analysis of land approval on peasant household welfare is,first of all,respectively to the heterogeneity and there is no heterogeneity modeling analysis,secondly also grouped regression and quantile regression analysis were used respectively to land approval on different characteristics of the group and the group carries on the analysis of different agricultural income level.Based on the 2011 "Chinese health and pension track"(CHARLS)data of village level and family level,the construction land approval for agricultural production and farmers welfare incentive efficiency of the model.The influence factors of agricultural production efficiency are identified,and the influence of land confirmation on the welfare of farmers is estimated.The empirical results show that the efficiency of agricultural production,land counterpoising truly promote the migration of labor from rural to urban,but there is no cause in the process of rural land area is significantly reduced,in contrast to promote land concentration to stranded in rural families,this is a mechanism of land concentration.Then,based on the family land centralization decision equation,the land is determined to promote the concentration of land.Using land rent,which reflects agricultural productivity,land rent can not only reflect the change of land system,but also improve the intrinsic value of land.It also reflects the results of the family's allocation of labor and land,and the study found that land confirmation promoted the increase in land rent.In terms of farmer welfare,weighted OLS,grouped regression,and quantile regression were used to analyze the factors affecting the added value of agricultural income per capita.A weighted OLS analysis was used to determine the increase of income per capita income of the family.In this paper,the family characteristics of peasant households and the characteristics of village level were compared and analyzed.According to the gender of the household,the concentration of the family land,whether to accept the low protection and whether the family has made the return of agricultural investment group,the effect of land confirmation on the welfare of farmers is different.In order to analyze the effect of land confirmation on different agricultural income levels,it is found that land confirmation has the greatest impact on income of low income households,while the family influence on agricultural income level is not significant.In view of the above conclusions,land ownership must clarify the land property right boundary and ownership relationship,so as to promote the transfer and concentration of land and improve the allocation efficiency of land resources.In addition,the state should actively promote the right of land,complete the reform of the right to the right of land contract management,and encourage the transformation of the mode of agricultural development in a moderate scale operation.
