Study On The Eficiency Evaluation And Influencing Factors Of Financial Expenditure On Agricultural In Jiangxi Province

In recent years,China has carried out a series of beneficial exploration and practice in the field of agricultural development,such as changing the mode,adjusting the structure and promoting the reform,so as to lay a solid foundation for the effective promotion of the transformation and upgrading of agriculture,but there are still some outstanding contradictions,such as the imbalance of the supply and demand structure of agricultural products,the unscientific allocation of agricultural factors of production and resources,the enormous pressure on environmental impact,the sustained growth of farmers’ income lack of traction.In February 2019,the Central Government promulgated the Document No.1 "Several Opinions of the Central Committee of the Communist Party of China on Adhering to the Priority development of Agriculture and Rural Areas to Do a Good Job in "Three Rural Areas",which states that this year and next are the decisive period for building a well-off society in an all-round way.The government is paying more and more attention to agriculture.Agriculture is an important basic industry and weak-quality industry,so it is an important part of financial input,and correspondingly,the financial input has an important role to be ignored for the increase of agricultural output value,the increase of farmers’ income and rural development.First,introduce the concept of financial support expenditure and its efficiency evaluation,with the theory of public goods,the theory of supply and demand of agricultural products,the theory of agricultural investment,the theory of public finance and the theory of principal-agent as the theoretical support,and makes a concrete analysis of the current situation of financial support expenditure in Jiangxi Province from both scale and structure,and compares it with the national financial support expenditure.Through the analysis,it is found that the growth rate of financial support expenditure in Jiangxi Province during the study period shows a trend of fluctuation,the distribution of financial support funds among agricultural projects,various cities is uneven,and there are large differences in the level of per capita financial support expenditure in various cities in Jiangxi Province.Second,the static and dynamic efficiency of financial support expenditure in Jiangxi Province for 2007-2017 is measured by using DEA-BCC,CCR model and Malmquist productivity index,and the specific analysis is carried out from the aspects of comprehensive efficiency,pure technical efficiency and scale efficiency.The results show that most of the financial support expenditure in 11 cities in Jiangxi Province in 2007-2017 was inefficient,and did not reach the effective DEA,and the efficiency values of each city varied.From the dynamic efficiency value,the overall comprehensive efficiency of Jiangxi Province during the study period is up,but the change of the comprehensive efficiency value of different cities is different,the reasons for its low efficiency are also different,most of the city’s overall efficiency is not good due to the poor scale efficiency.From the point of view of scale compensation,most cities are in the scale of compensation decline during the research period.Third,on the basis of efficiency evaluation,based on the comprehensive efficiency of financial and agricultural expenditure in various cities in Jiangxi Province from 2007 to 2017,the study of the impact of per capita GDP,per capita agricultural mechanical power,fertilizer per unit area fertilizer,financial self-sufficiency rate,urbanization level on the efficiency of fiscal support and agricultural expenditure is based on the factors of the overall efficiency of financial and agricultural expenditure in Jiangxi province.The efficiency of financial support to farmers in Jiangxi Province is negative,and other factors have a positive relationship with the efficiency of financial support to farmers.Finally,based on the general analysis and empirical analysis above,the main conclusions and relevant policy recommendations are summarized.The first is the rational planning of the scale of financial support to farmers.The second is to optimize the structure of financial support for agriculture.The third is to strengthen the supervision and management of financial support for agriculture.The fourth is to actively promote the coordinated development of urbanization and agricultural modernization.
