Since the implementation of the reform and opening-up policy in China,the gross national economy has achieved a steady and long-term increase,and the economy has sustained high-speed growth.In 2010,China surpassed Japan and became the second largest economy in the world after the United States.However,with the rapid development of the economy,a series of problems have gradually emerged,One of the most noticeable is the issue of economic development gaps in various regions of my country,and the uneven development of various regions in China is still expanding.According to a series of indicators such as my country's land,population,employment,consumption,fiscal revenue,industrial structure and GDP Measured the national economic and social development of various regions in my country.The results show that the comprehensive development level of my country's central and western regions lags far behind the eastern regions.As an effective way to promote balanced development among regions,industrial transfer can alleviate the imbalance of domestic economic development.At present,my country's manufacturing industry has shifted between regions,the reason may be due to:(1)The economic development of my country's east-central-west region has a certain level of development,and the unbalanced development of the economy provides the prerequisites for the transfer of my country's manufacturing industry;(2)In the eastern part of my country,the rapid rise in the cost of production factors such as labor,land and raw materials has led to a rapid increase in production costs of enterprises.The central and western regions have comparative advantages in terms of natural resources and labor costs,which has greatly attracted the transfer of manufacturing to the region.For the central and western regions,undertaking industrial transfer provides important opportunities for regional economic development and technological progress.at the same time,the environmental problems caused by the increased energy consumption and pollutant emissions from undertaking industrial transfer are becoming increasingly prominent.For the eastern region,it is necessary to transfer out the marginal industries because of the pressure of optimizing the industrial structure and transforming the economic growth mode.which can reduce theconsumption of energy resources and eliminate backward production capacity.And improve the efficiency of resource use and promote green and sustainable development.Based on this background,it is of great theoretical and practical significance to analyze the technical and environmental impacts of my country's industrial transfer on transfer-out and transfer-in locations.This article first sorts out domestic and foreign literature on industrial transfer theory,and based on existing research,creatively select industrial transfer indicators that can reflect both the scale of industrial transfer and the direction of industrial transfer.Analyze the characteristics of my country's manufacturing industry transfer based on the calculated indicators,and It was found that my country's manufacturing industry transfer from 2006 to 2016 conformed to the gradient transfer rule as a whole.Adding energy consumption to the calculation of traditional total factor productivity to measure the green total factor productivity that can reflect environmental factors,which as a core variable to measure the technological and environmental effects of industrial transfer in various provinces and cities in my country.According to the calculation results,we can find that most of my country's green total factor productivity is in a downward trend,but the green total factor productivity of Beijing,Guangdong,Jiangsu,Zhejiang and other developed regions is increasing,which shows that the economic development of most regions in China is still a brutal development at the cost of resource consumption.Only a few regions are in line with green and sustainable development Claim.Then,according to the industrial transfer indicators,the industrial transfers of various provinces and cities in my country are divided into industrial transfer-in and transfer-out places.And the systematic GMM model is used to empirically analyze the impact of my country's industrial transfer on GTFP in various regions.it is found that overall China's industrial transfer has a significant negative impact on the green total factor productivity of the transfer-in place,and a positive impact on the transfer-out place,indicating that China's industrial transfer has verified "Pollution Refuge" hypothesis.Finally,considering the differences in factor demand,energy consumption,and environmental impact of different factor-intensive industries,and decomposed my country's manufacturing industry into labor,capital,and technology-intensive industries.And Discuss theimpact of different factor-intensive industrial transfers on green total factor productivity in various regions,and find that the results are basically the same.
