With the rapid development of the global value chain(GVG)division of labor,China's total foreign trade has been increasing,the industrial structure has been continuously optimized,and it has gradually become the world's largest manufacturing country,with more than 220 industrial products producing the world's forefront.On the whole,China's manufacturing industry has not only gradually improved its position in the international division of labor in recent years,but also significantly increased its participation in the global value chain.However,due to the earlier participation of developed countries in the international division of labor,it has always occupied the R&D and marketing links with high profits in the global value chain.As a developing country,China's manufacturing output ranks first in the world,but lacks core technology and is productive.The service industry relies heavily on it and can't climb to the high end of the value chain.It can only earn weak profits by the low-end and high-pollution production part of the value chain.In recent years,due to excessive human and material resources,energy consumption is too high,environmental pollution is serious,environmental costs are getting higher and higher,resources are becoming scarcer,profit margins are further narrowing,and their position in the global value chain division is becoming weaker.With the proposal of green manufacturing in China's Manufacturing 2025,the concept of low-carbon green development has increasingly highlighted important influences in the manufacturing industry.In general,technological innovation can be an important way to climb the manufacturing value chain,but it can not solve the environmental pollution and energy consumption problems of China's value chain manufacturing industry.The emergence of green technology innovation capability makes economic and environmental issuesclosely linked.Therefore,based on the ability of green technology innovation,this paper explores the relationship between the two from the low-end manufacturing link of the manufacturing value chain.This paper firstly combs relevant theories and domestic and foreign literatures,then deeply discusses the theoretical mechanism of China's green technology innovation ability to climb the manufacturing value chain,and further analyzes the relationship between the interaction between human capital and green technology innovation capability on the manufacturing value chain.Research.On the basis of theoretical analysis,the SBM direction distance function and the Malmquist Luenberger index model are used to calculate the green technology innovation capability of 26 industries in the manufacturing industry from 2008 to 2017,and the government relations,wage levels,and industry scale are selected.The four control variables of FDI use the system GMM to study how the innovation ability of green technology affects the rise of the manufacturing value chain.The results show that:(1)the green technology innovation ability has risen from weak to strong,and the manufacturing value chain has climbed.The effect of gradual change from decline to rise,the role of green technology innovation ability on the rise of China's manufacturing value chain has a nonlinear "U" relationship.(2)As a stable adjustment function,human capital plays a significant role in promoting the growth of the value chain of green technology.This paper takes China's manufacturing value chain based on green technology innovation ability as the core content,aiming to find a new development direction for the low-end of China's value chain and promote the rise of manufacturing value chains in various countries.
