Study On The Benefit Of Agricultural Land Scale Operation In Xihe County,Gansu Province,China

Agricultural land scale operation as well as the benefits gained from this implementation are respectively acting as a major role and driving force for agricultural modernization.Limited by environmental and current economic conditions in Gansu Province,only a small portion of rural lands is employed for this purpose,which lies as a major obstacle to the process of agricultural modernization in this area.For this reason,a typical county in Gansu is selected with the aim of researching the benefits of agricultural land scale operation.Findings of this paper provide a practical guidance and referential use for enhancing agricultural land scale operation,moderate scale management as well as revitalization of rural agriculture.The paper reviews the agricultural land scale operation from home and aboard,and adopts methods including literature,survey as well as qualitative and quantitative analysis,by which the current situation of agricultural land scale operation in Xihe County,Gansu Province is analyzed,related benefits concerning economy,society and ecology are evaluated via indicator system,and factors influencing the benefits are discussed afterwards.From what have been mentioned above,suggestions on how to improve the benefits are accordingly presented.Major conclusions of the research are as follows:1.In Xihe County,transfer lands cover an area of 192,800 mu,accounting for 36% of total farmland.The leasing-oriented transfer mode is supplemented with methods like subcontracting,transferring,swapping,and investing in shares.The use rights of arable lands are principally transferred to professional farmer cooperatives,leading enterprises,family farms and large transfer households,and those operated by professional farmer cooperatives make up more than half of the total area.2.Arable lands that put into use for agricultural land scale operation amount to 134,000 mu in Xihe County,whose management are chiefly under the guidance of five driven modes---operating entities,leading industries,cooperative organizations,large professional households and agricultural projects.Followed by crops like peppercorns,apples,potatoes and vegetables,traditional Chinese medicinal is the major crop adopted.In the process of land scale operation,natural land conditions,transfer of land use rights,large-scale management entities,farmers as well as related systems serve as the main influencing factors on its benefits.3.Although land scale operation in Xihe County is improving with each passing year,it is still yet to be satisfactory.For this reason,related suggestions are presented in the paper to regulate the transfer of land use right,change concepts of peasants,cultivate emerging large-scale business entities,increase policy support,and establish and improve the rules for agricultural land scale operation.
