The Study On Efficiency Of Fiscal Agricultural Expenditure For Poverty Reduction In Gansu Province

Poverty has been affecting the economic development and social stability of all countries.Governments and all sectors of society are making continuous efforts to solve the problem.2020 is the year of building a well-off society in an all-round way in China,and the year of finishing the key task of winning and overcoming poverty in an all-round way.It is of great significance to lift all the poor out of poverty.In China's current poverty alleviation plan,75 counties in 86 counties and urban areas of Gansu Province are listed as poverty-stricken counties,accounting for 87% of the total number of county-level units in Gansu Province,which shows that the poverty problem in Gansu Province is very serious.In the structure of fiscal expenditure,fiscal agricultural expenditure is closely related to rural poverty reduction.Therefore,it is more targeted to study the poverty reduction effect of fiscal agricultural expenditure in Gansu Province.This paper selects the rural areas of Gansu Province as the research object.Firstly,it defines the concepts of poverty,fiscal agricultural expenditure and poverty reduction effect,combs the theoretical basis of fiscal agricultural expenditure poverty reduction,and on this basis,explores two poverty reduction mechanisms of fiscal agricultural expenditure,direct and indirect.Secondly,it analyzes the current situation of poverty and fiscal agricultural expenditure in Gansu Province,and studies their changes Finally,based on the empirical analysis of two poverty reduction mechanisms,the paper draws conclusions and puts forward suggestions.In the empirical analysis of direct poverty reduction effect,regression analysis method is used.In the empirical analysis of indirect poverty reduction effect,because of the intermediary variables involved,the intermediary effect model is applied.The main conclusions are as follows: first,in the composition of fiscal agricultural expenditure,agricultural expenditure,forestry expenditure,water conservancy expenditure and poverty alleviation expenditure can directly reduce rural poverty,of which poverty alleviation expenditure has the greatest impact on rural poverty reduction,followed by agricultural expenditure and water conservancy expenditure,and the least impact is forestry expenditure;second,the total fiscal agricultural expenditure can be achieved through economic growth The intermediate medium alleviates rural poverty indirectly.Finally,according to the conclusion of empirical analysis,some practical suggestions are put forward in order to provide some help for the future poverty reduction in Gansu Province.
