Research On The Effect Of Fiscal Expenditure On Poverty Reduction In Yunnan Province

Poverty has always been an important issue to society,and it has adverse impact on the economic development and social stability of a country.In 2015,the Third Plenary Session of the 18 th Central Committee of the CPC adopted "13th Five-Year Plan".And the plan clears that: "All of its poor will be lift by 2020,and poor counties will be out of poverty." The project of poverty alleviation has started.Yunnan Province is located in the southwest of China,with the harsh geographical environment and the backward economic.The poverty problem in Yunnan is very serious.And poverty alleviation of Yunnan Province is facing severe challenge.If the market can't solve the problem of poverty,the government will use fiscal expenditure to alleviate the poverty situation effectively.Therefore,the study on the poverty reduction effect of the fiscal expenditure in Yunnan Province plays a positive role in improving the poverty situation.And it is also meaningful to promoting the stable economic and social development of Yunnan Province.Based on the perspective of fiscal expenditure,this paper studies the poverty problem of Wenshan Prefecture.It constructs the theoretical framework of fiscal expenditure on poverty alleviation,and uses the empirical research method to verify the poverty reduction effect of fiscal expenditure.The following is main research contents: Firstly,the paper introduces the theory of the financial expenditure and poverty.And then,it builds a theoretical framework about how to alleviate the poverty by financial expenditure.Secondly,the paper analyzes the fiscal expenditure and poverty situation of Wenshan Prefecture and explores the relationship between fiscal expenditure and poverty.Thirdly,the paper discusses the poverty reduction effect of financial expenditure.It points out that the increase of fiscal expenditure can indirectly reduce the incidence of poverty by economic growth.The agricultural expenditure,social security expenditure and medical expenditure is negatively correlated with the incidence of poverty.Education expenditure has no significant effect on poverty alleviation.And then,it analyzes the problems of poverty alleviation in Wenshan Prefecture.Finally,according to the results and the problems of the financial expenditure of Wenshan Prefecture,this paper puts forward some recommendations on how to improve the financial expenditure and promote the development of poverty alleviation in Yunnan province.
