Research On The Effect Of Fiscal Expenditure On Poverty Reduction

Poverty has always been the focus of research in the process of social development.The proportion of the poor is too large,which will not only affect the economic growth of a country,but also affect the prosperity and stability of society.The problem of poverty is not only a question of market efficiency,but also a matter of fairness in income distribution.Therefore,to solve the problem of poverty,we need to take into account the dual role of market mechanisms and government regulation.As an effective means for the government to participate in economic regulation and control,fiscal expenditure plays an important role in the process of solving poverty.Henan Province is located in the central part of China.It is a large agricultural province since ancient times.However,due to the large rural population base,there is inevitably rural poverty.Based on the perspective of fiscal expenditure in Henan Province,this paper analyzes the impact of fiscal expenditure on per capita disposable income,and uses empirical research to verify the effect of fiscal expenditure on poverty reduction.The specific research ideas of the article are as follows:Firstly,through the analysis of the existing literature,the paper analyzes the path of poverty reduction of fiscal expenditure,and then elaborates on the theoretical study of fiscal poverty reduction,which clarifies that fiscal expenditure reduces poverty through direct and indirect methods.Secondly,the current situation of financial poverty reduction in Henan Province is analyzed,and the changes in fiscal expenditure and poverty incidence are found.Then,based on the financial expenditure data of Henan in the past ten years,the empirical analysis of the poverty reduction effect of fiscal expenditure is carried out:general public budget expenditure,science There is a positive correlation between technology expenditure and education expenditure and per capita disposable income,while there is a negative correlation between agricultural and forestry water affairs expenditure and social security and employment expenditure and disposable income of human habitat.In order to further verify the poverty reduction effect of fiscal expenditure,from the perspective of farmers,quantitative analysis of the factors affecting the poverty of farmers,and the extent of the impact of different indicators on the income of farmers.Finally,combined with the results of empirical analysis,the reasons for the poverty of farmers are as follows:the fiscal expenditure has a significant difference in the poverty reduction effect of farmers;the poverty of farmers is not only affected by their own constraints,but also the composition of income and expenditure has obvious effects on poverty.The effect of fiscal poverty reduction needs to be comprehensively evaluated by means of a combination of macro and micro levels;improving the development level of the agricultural economy is the key to solving the poverty problem.
