Research On Risk Assessment Of Local Government Debt In Chayouqian Banner,Inner Mongolia

Around in recent years,increase the intensity of municipal infrastructure construction,backward area,the obvious contradiction between local fiscal revenue and expenditure,individual local governments at the county level financial income can only maintain the local miho spending requirement,on this basis,the research and management of local government debt risk has drawn the attention of the governments and a strong focus on county government borrowing main body,is the most basic completion is about integration of debt and the key to solve the debt risk,therefore,this paper embarks from the county level government,the local debt risk management and risk assessment are studied.In this paper,the concept of local government debt and the concept of debt risk are distinguished on the basis of theoretical research and case analysis.Then,from the perspective of local governments,the paper evaluates the local government debt risk and its causes in the aspects of debt scale structure and debt management,and evaluates the government debt risk in the qaru front banner of Inner Mongolia.Finally,combined with the experience and achievements of other countries in the risk management of local government debt,this paper puts forward the countermeasures and Suggestions for the risk management of local government debt in qafu qianqi,Inner Mongolia autonomous region.This paper argues that the country issued a series of policy guidance,and gradually standardize the management,the Inner Mongolia chayouqian flag local government debt is moving toward standardization management,but in the structure of scale and management there are still some problems and the insufficiency,the main local finance income are not much local constraints and the absence of government debt management behavior financial policy restriction by building a model of Inner Mongolia chayouqian flag to evaluate local government debt risk,validate their level of risk and combined with the conditions of various risk indicators proposed perfecting the management system of the government debt information disclosure optimize the debt structure adhere to the science of borrowing,etc.
