Research On The Evaluation Of Regional Patent Output And Its Relationship Of Regional Innovation Capability

Under the background of economic globalization and the rapid development of science and technology,the role of innovation capacity to build regional core competitive advantage has become more and more important,regional innovation capacity has become an important force of promoting regional economic development.National and local governments have paid more and more attention to the development and management of innovation capacity,and successively introduced the strategy and policy of encouraging scientific and technological innovation and promoting intellectual property rights.Patent is the most important output of innovation,whose output level is a matter of great concern.Since the patent system was established in 1985,the patent industry has developed rapidly in China.The localities have launched a patent competition,patent applications increased rapidly year after year.However,the increase in the amount of patent applications has brought a lot of questions about the application of patent quality,low patent value and the failure to effectively support the regional innovation and economic development.How to correctly measure the regional patent output? What is the relationship between regional patent output and innovation capability? Answering these questions will help to clarify the patent and innovation development stage,choose the development strategy according to local conditions,which is of great significance to enhance the innovation capability of our country.This paper constructs the evaluation system of regional patent output from the patent quantity,structure,quality and efficiency aspect,measure the patent output of 30 provinces in China(excluding Tibet,Hongkong,Taiwan and Macao).According to the measurement results,the characteristics and stages of the patent output of the provinces are studied.Then,the correlation between regional patent output and innovation capacity is analyzed.Using grey relational analysis method studies the effects of knowledge acquisition,enterprise innovation,innovation environment and the economic benefit of innovation on regional patent output.The research shows that there are significant regional differences in patent output and innovation capability.Beijing,Guangdong and other developed areas of patent output and innovation capability is higher than the central and Western Regions.In recent years,Liaoning,Jilin,Heilongjiang patent output and innovation capacity slipped,Anhui,Guangxi patent output and innovation ability to enhance faster compare with other provinces.The Pearson correlation coefficient between the patent and innovation capability is 0.865.The economic benefits of technological innovation and enterprise innovation has a great impact on patent output,the influence of innovation environment and knowledge acquisition on patent output is weak.Finally,based on the above research conclusion,the paper put forward suggestions on the development of patents in China,as well as strengthening the enterprise status as the main body of innovation,strengthening technological cooperation and technology transfer,strengthening the construction of innovative environment.
