Theoretical Logic And Operating Mechanism Of China's Supply-side Structural Reform:A Political Economy Analysis

The Supply-side Structural Reform(SSR)is the key institutional path to grasp the new development stage,implement the new development concept,build a new development pattern,and achieve high-quality social and economic development.It is not only an important feature of the socialist market economy,but also a prominent manifestation of the superiority of the socialist system.In the second decade of the new century,based on the realistic judgment that China's social and economic development has entered the "new normal",the CPC Central Committee and the State Council put forward the new development concept of "innovation,coordination,green,opening and sharing" and the "supply side structural reform",which is the theoretical key to solve the problems of social and economic development in the new era,and advocated the high-quality development of social economy,Committed to building a new development pattern of "domestic circulation as the main body,domestic and international double circulation mutual promotion".The structural reform of supply side has no list in foreign countries,and few experiences in China can be used for reference.It is a great pioneering and significant contribution of the Chinese people to explore a new mode of social and economic development,an important part of Xi Jinping's socialist ideology with Chinese characteristics in the new era,and an important achievement of Marx doctrine in China.At present,the academic circles have carried out in-depth discussion on the background conditions,task objectives,reform path,theoretical basis and other aspects of the supply side structural reform,and regard it as an important part of the socialist political economy with Chinese characteristics in theory,and incorporate it into the important content of the construction of the socialist market economic system in practice.However,at present,some scholars tend to regard the supply side structural reform as a phased economic regulation policy and government behavior driven by government administrative power,and then regard it as a correction or replacement of the market operation mechanism.Due to the lack of clear theoretical and logical support,"supply side structural reform" often becomes a politically correct concept "basket" in social and economic practice.As long as the economic policies and measures related to production and supply are put into the concept category of "supply side structural reform",there is a suspicion of generalization.Based on the basic principles of Marxist political economy,thinking about the supply side structural reform from the perspective of system and operation mechanism may provide theoretical support for the practice of supply side structural reform in the new era.The main contents of this paper are as follows:(1)Based on the background and fundamental task of the supply side structural reform,this paper combs the evolution of the governance thought of the imbalance of market supply and demand in accordance with the historical context.Realizing the balance of supply and demand is the basic task of the market mechanism.On the issue of governance of the imbalance of supply and demand,this paper points out the theoretical dilemma of western economics,emphasizes the guiding significance of Marxism,and clarifies the historical contribution of the supply side structural reform in the new era to the theory and practice of market economy.(2)Based on the theoretical perspective of Marxist political economy and the historical practice of the construction of socialist market economic system,this paper deeply explores the essential connotation of the supply side structural reform,and constructs the content framework of the supply side structural reform,so as to build a "goal power guarantee" operation mechanism,It establishes the overall logical process and basic research framework for the full text.(3)Based on the essential differences between capitalist and socialist systems,aiming at eliminating the "triple alienation" of market economic behavior,this paper demonstrates the possibility of the generation of the target of supply side structural reform in the socialist market economic system,and explains the generation mechanism of the target of supply side structural reform by emphasizing the institutional superiority of the socialist market economic system with Chinese characteristics.The target generation mechanism is the programmatic link of the supply side structural reform operation mechanism.(4)Based on the cognition that the supply side structural reform and market operation mechanism complement each other,this paper analyzes the micro dynamic mechanism of the supply side structural reform,and emphasizes that enterprises in the socialist market economy will still adjust the supply with profit as the center,and the government should take the enterprise income tax as the main means to guide them to act consciously according to the goal of the supply side institutional reform.Micro dynamic mechanism is the basic link of supply side structural reform operation mechanism.(5)This paper discusses how to build a pilot innovation mechanism to enhance the micro power of supply side structural reform.Leading innovation has obvious public goods attribute,is an important grasp of government driven supply side structural reform,and has the function of significantly strengthening market micro power.The leading innovation mechanism is the core link of the supply side structural reform operation mechanism.(6)Following the logic of micro dynamic realization of supply side structural reform,this paper makes a comprehensive analysis of the factor guarantee mechanism of supply side structural reform.Labor market,capital market and land market are the three important areas of supply side structural reform.The supply guarantee of core production factors directly affects the micro power of supply side structural reform,and then affects the realization of reform goals.Based on the essential attribute and theoretical logic of the supply side structural reform,this paper makes an in-depth analysis of the supply guarantee of the three main production factors of labor,capital and land,and puts forward some targeted policy suggestions.Factor guarantee mechanism is the practical content of supply side structural reform.
