| At present,the trend of globalization is obvious,and the international competition is increasingly fierce.If all countries want to occupy a place,it is very important to improve their technological innovation capability.International cooperation in science and technology is a shortcut to enhance their national scientific and technological innovation capability.However,the development of different countries is different,and there are great differences in the actual international scientific and technological innovation activities.In order to clearly understand the status of scientific and technological innovation cooperation in various countries and make the state can cooperate accurately,we need to build the international index of scientific and technological innovation.We can use it to measure the level of internationalization and advantages and disadvantages of scientific and technological innovation in different countries.The development problems of various countries can be found and corresponding improvement suggestions and cooperation strategies can be put forward.Combing the development process of scientific and technological innovation cooperation in typical countries can help people find out that there is an obvious law in the development of international scientific and technological innovation,that is,international scientific and technological innovation cooperation is a gradual development process.In this process,the status of international scientific and technological innovation cooperation in the development of national economic society will be continuously promoted.The purpose,content and level of cooperation in science and technology innovation will show different performance in different periods and obvious characteristics in different phases.We call the process of national scientific and technological innovation activities that rely mainly on domestic changes to gradually rely on global changes and the changes in international cooperation content,cooperation methods,and cooperation pathways the internationalization of scientific and technological innovations.We call the index of measuring this change the internationalization index of technological innovation.Based on the understanding of the internationalization of scientific and technological innovation,using the model of "characterization potential response"(BPR),the internationalization of scientific and technological innovation is constructed as a system composed of B,P and R,and the index evaluation system is constructed.The data of the United States,Germany,France,Britain,Japan,Japan,Russia and China from year 2003 to2014 are weighted by entropy method and Delphi method,and then are summed.The conclusion is compared with other countries.China's comprehensive index and scientific and technological innovation cooperation strength index grow the most,they are 56.66% and266.39% respectively.In terms of performance change in science and technology innovation,other countries show a marked upward trend,while China has declined significantly.Among them,the largest growth rate in Japan is 59.39% and the biggest decline in China is 24.37%.In the environment of scientific and technological innovation and cooperation,Japan has a maximum growth rate of 28.31%,while the other countries have smaller changes.China has a strong strength inferior performance and poor policy environment.What's more,the strength index is far higher than the performance index,and the strength index is far higher than the performance index.The international development of technical innovation is not coordinated;The advantages of other countries is active performance and the disadvantage is poor policy environment;Expect Britain,Germany and Russia developed uncoordinated in some special years,other countries all present a healthy development trend in the international development of scientific and technological innovation as a whole.Finally,according to the existing problems of various countries,the corresponding suggestions for improvement are put forward. |
