Research On The Economic Development Performance Evaluation Of Industrial Parks In Guizhou Province Based On DEA Model

For more than 20 years,in order to promote the development of regional economy,Guizhou has vigorously launched the construction of industrial parks.The CPC Guizhou Provincial Committee and the provincial government have issued a series of documents to guarantee the construction of the industrial park by administrative order.Under the joint efforts of many parties,the development of industrial parks in Guizhou Province has made some achievements,but there are still some problems to be solved in the construction of industrial parks in Guizhou Province.In order to explore the relationship between production factors and economic development of the park,and grasp the development performance of the industrial park.This paper constructs the economic development performance evaluation index system of industrial parks in Guizhou Province and uses DEA model to evaluate.Based on the bcc-dea model,the paper analyzes the comprehensive efficiency,technical efficiency,scale efficiency and the improvement direction of the invalid unit of the industrial park in Guizhou Province,and puts forward the corresponding countermeasures and suggestions according to the evaluation results.The results show that the effective industrial park accounts for a small proportion.Among the 35 samples,only 14 industrial parks have comprehensive efficiency,technical efficiency and scale efficiency values of 1,which are at the forefront of DEA efficiency.These 14 industrial parks are relatively effective and reach the optimal state,while other industrial parks have no DEA effect;most industrial parks in Guizhou Province cannot meet the production demand.Among the 35 samples,there are 19 with increasing returns to scale,accounting for 54.29% of the total;14 with unchanged returns to scale,accounting for 40.00% of the total;only 2 with decreasing returns to scale,accounting for 5.71%.In general,most of the 35 provincial key industrial parks have low economic development performance.In the following development,Guizhou industrial park should focus on enhancing the sustainable development ability of the park with technological innovation,optimizing the industrial layout structure of the park with reasonable planning,enhancing the relevance of the park's leading industries,cultivating the development mode of the park's industrial cluster,improving the system to guarantee the development of the park,and improving the quality of the park's economic development with multiple measures.
