With the deepening of economic globalization and regional integration,CHINA-MALAYSIA QINZHOU INDUSTRIAL PARK has become an important product of the mutual investment and cooperation trend between China and ASEAN.It is discussed how to develop "two two gardens" to establish a modern industrial new town suitable for business and to realize the ASEAN demonstration park strategy which the main goal of this paper is to provide reference for the construction of platform.This paper uses theoretical and practice analysis,qualitative and quantitative analysis,and uses theory of industrial location,industrial agglomeration,technology innovation circular economy,multiple governance,industrial park performance evaluation,from four angles of infrastructure.This paper analyzes the present situation of the construction of the Park,and collects data,and uses the analytic hierarchy process and weighted summation method to construct the principle,the index system and the evaluation standard of the Park,and calculates the comprehensive index value.The research shows that the development of the park has a good momentum in the early stages of development.However,once the park enters the "take-off stage",it is necessary to improve the competitiveness of the park and achieve long-term development.In order to coordinate the relationship between the six elements,this paper holds that the coordination and coordination of the six elements can not be separated from the government guidance and the self management of the park.Therefore,the policy suggestions are put forward to strengthen the government guidance to improve the cooperation mechanism and enhance the scientific management of the park itself.
