| With the continuous improvement of knowledge and technology intensity in the service industry,the productive service industry,which closely links the secondary and tertiary industries,is playing an increasingly important role in the transformation of economic growth patterns.Under the new development pattern of "dual circulation",the productive service industry,as an important part of the modern industrial system,the improvement of its high-quality development level is of great significance for the adjustment of China’s industrial structure and the improvement of service level.Based on the panel data of 30 provinces and cities in China(except Tibet)from2011 to 2020,this paper first analyzes the development scale and internal structure of China’s producer services from the value-added structure and employment structure,and then explores the current development status of China’s producer services;Secondly,taking high-quality development as the starting point,based on the "input efficiency output effect" framework of high-quality development in the productive service industry,a comprehensive evaluation index system is established.An evaluation model combining CRITIC entropy weight and TOPSIS method is used to analyze the vertical trend and horizontal comparison of the high-quality development level of China’s productive service industry.Finally,a benchmark regression model and a mesomeric effect model are established to explore the direct and indirect effects of scientific and technological innovation investment on the high-quality development of producer services,with scientific and technological innovation investment as the core explanatory variable and technological development level as the intermediary variable.The main conclusion of this article is:(1)In recent years,the development scale of China’s productive service industry has shown a continuous expansion trend,but there are problems such as imbalanced regional industrial development,imbalanced internal industry structure,and insufficient high-level talent reserves.(2)The high-quality development level of China’s productive service industry shows a trend of "seeking progress while maintaining stability and improving while maintaining stability",and exhibits significant spatial imbalance characteristics,manifested as a spatial distribution pattern of "high in the east,flat in the middle,and low in the west".The optimization of industrial structure and the improvement of scale efficiency play an important role in promoting the development of high-quality productive service industries;The main reason for restricting the high-quality development of productive service industries is the insufficient level of openness and economic sharing.(3)Technological innovation investment has a significant promoting effect on the high-quality development of productive services,and can indirectly promote the high-quality development of productive services through the level of technological development as an intermediary variable.From a regional perspective,the overall pattern remains unchanged,but the role of the eastern region is significantly stronger than that of the central and western regions.Based on the empirical analysis results,this article proposes the following suggestions: strengthen top-level design and build a solid foundation for the development of high-quality productive service industries;Optimize the industrial structure and continue to promote the transformation and upgrading of high-quality productive service industries;Strengthening the quality and efficiency of high-quality development in the productive service industry;Increase investment in higher education and provide high-quality talent support for the high-quality development of productive service industries. |
