At present,China's economy has changed from high-speed growth to high-quality development stage.High-quality development is to achieve the coordinated and unified development of economic,social and ecological environmental benefits,which requires innovation as the core driving force of regional economic development.In recent years,the scale of China's innovation input is expanding,and the number of innovation output is increasing.However,China's innovation competitiveness in many key technologies and core areas is still weak.Compared with some developed countries,such as the United States and Japan,China's innovation competitiveness is far behind.From the perspective of regional departments,many local governments tend to attach importance to the growth of innovation quantity and the expansion of innovation scale,but pay less attention to the quality of innovation,resulting in many areas falling into the "innovation worship" misunderstanding,which to some extent affects the improvement of the overall innovation quality of China.Attaching importance to the improvement of regional innovation quality and establishing innovation support mechanism guided by innovation quality are the inevitable measures for China to move forward from a big country of innovation to a powerful country of innovation.To study and analyze the innovation quality level of our province in time is helpful to find out the problems existing in the current innovation development of our province,and to provide some reference for the Quality Oriented Innovation policy-making of our country.Based on the relevant research of innovation quality at home and abroad,this paper defines the specific connotation of regional innovation quality,and on this basis,from the perspective of regional innovation quality composition,establishes a comprehensive evaluation system including three dimensions of innovation input quality,innovation output quality and innovation environment quality.Then,based on the comprehensive index system,this paper selects the innovation data of 30 provinces and cities(excluding Tibet Autonomous Region)in 2013-2017 as samples,and uses entropy weight TOPSIS evaluation method to comprehensively score and compare the innovation quality level of provinces and regions in China.Based on the results of evaluation scores,using Arc GIS,geoda and other spatial measurement software,standard deviation ellipse method and exploratory spatial data analysis method,the spatial distribution and agglomeration characteristics of provincial innovation quality in China are analyzed.Through SPSS cluster analysis,30 provinces and cities in China are divided into four types:leading innovation quality,good innovation quality,general innovation quality and poor innovation quality.The results show that:in 2013-2017,the quality of innovation in China's provinces presents a good overall development trend,but the spatial distribution of innovation quality is significantly unbalanced;compared with the quality of input and output,the quality of innovation environment in China's provinces still needs to be improved,especially in the central and western regions,the quality level of innovation environment is far away from that in the eastern regions,which indicates that China needs to further optimize at this stage The innovation environment of the province;from the perspective of the spatial and temporal distribution and change track of the innovation quality level of the province,during the research period,the distribution pattern of the innovation quality of the province in China has basically remained stable,with the spatial distribution characteristics of"northeast southwest".Beijing,Tianjin,Chongqing,Sichuan and other regions play a leading role in the development of the innovation quality,while Heilongjiang,Jilin,Xinjiang,Yunnan and other large regions play a leading role Some central and western regions are in the range of"general or backward innovation quality";from the perspective of spatial agglomeration,the spatial agglomeration trend of provincial innovation quality in China is relatively stable,mainly showing the spatial agglomeration mode of"LL"and"HH",and the radiation and driving effect of high-quality innovation agglomeration areas on low-level innovation quality agglomeration areas is not significant,and the spatial-temporal transition and evolution trend of provincial innovation quality is not active.Through the above research,this paper finds that at present,there are the following problems in the development of provincial innovation quality in China:(1)the unbalanced spatial distribution of provincial innovation quality needs to be paid more attention to;(2)the level of provincial innovation environment quality needs to be improved;(3)the radiation and driving role of the leading regions of innovation quality needs to be strengthened.Based on the above problems,this paper puts forward policy suggestions to improve the quality level of provincial innovation in order to provide some reference for the formulation of quality oriented regional innovation policy in China.
