Binzhou Rural Old-age Service Model And Reform Path Research

As a hot issue of current social concern,pension has gradually become an important research topic affecting the sustainable development of economy and society.How to solve the problem of providing for the aged,especially the problem of providing for the aged faced by the vast majority of the rural elderly,has become a problem that governments at all levels need to continue to solve in order to promote the development of social undertakings.Exploring the reform of providing for the aged in rural areas has emerged as the times require.Based on the practice of Binzhou City,one of the pilot cities for comprehensive reform of the old-age service industry,which was determined by the Ministry of Civil Affairs and the National Development and Reform Commission,this paper carries out model analysis and reform path research in order to benefit the development of the old-age care in the countryside and explore different development models of the old-age service in the countryside.By using the big data platform of civil affairs and the first-hand,accurate,reliable and detailed data,this paper collects the relevant laws and regulations,documents and information about rural old-age service in recent years,and integrates theory with practice.Through in-depth visits to Binzhou and some typical cities,we have mastered a variety of rural old-age service reform modes,and made a simple analysis of the current situation of rural old-age care at home and abroad,the background of population aging and the orientation of rural old-age service function.On this basis,by means of data analysis,case comparison and model analysis,the conditions,characteristics,driving force and path of sustainable development of rural old-age service reform in Binzhou City are summarized.Finally,from the aspects of government investment,social participation and rural autonomy,it is concluded that small financial investment should be established to prize the rural market mechanism,straighten out and improve the management system of rural old-age service.Implementing supply reform,doing a good job in adding and subtracting rural old-age services,encouraging urban old-age resources to extend to the countryside,combining poverty alleviation with employment,expanding the rural old-age service talent team,exploring the establishment of rural mutual support time bank,advancing the construction of rural old-age facilities and improving the utilization rate,reducing the operating cost of rural old-age facilities,increasing income,and improving the standardization and integration of rural old-age facilities Nine comprehensive reform ideas of rural old-age service,such as service capacity,as well as seven reform modes suitable for local old-age support,intensive old-age support,socialization reform of homes for the aged,rural mutual assistance old-age facilities,home-based old-age care service and integral old-age support.
