Research On The Influencing Factors Of Rice Income Insurance Promotion In Xiangyin County,Hunan Province From The Perspective Of Farmers

Rice is an important part of China’s agriculture.Its development is related to the national economy and the people’s livelihood,but its planting faces risks such as natural disasters,pests and diseases,and market prices.In order to ensure the development of rice production,in recent years,the No.1 Document of the Central Government has repeatedly proposed to carry out and promote the pilot project of rice income insurance.In 2020,rice income insurance will be piloted in Xiangyin County,Hunan Province.After a year of pilot operation,it is necessary to analyze and study its promotion and its influencing factors,which will help to improve and further promote rice income insurance,protect farmers’ income and promote the high-quality development of rice and even agriculture.At the same time,it is also significant for the development of agricultural insurance theory.This paper mainly studies the pilot promotion of rice income insurance in Xiangyin County,Hunan Province and its influencing factors by using the theories of welfare economics,risk preference,agricultural insurance demand,literature research,questionnaire survey and other methods.The survey on rice planting,output and price in Xiangyin County,Hunan Province in recent years shows that the rice planting area in Xiangyin County has decreased year by year,the rice yield has fluctuated and declined,and the rice price has also fluctuated.The risk analysis of rice income in Xiangyin County shows that the main risks are natural disasters,pests and diseases,and price risks.From the rice income insurance pilot in Xiangyin County,the rice income insurance coverage covers the above three risks.In 2020,the insurance coverage is only 85%,but the claim settlement rate is 100%.Through questionnaire survey and statistical results analysis,it is found that the education level of rice growers,rice planting scale,whether rice growers have suffered natural disasters,and the degree of recognition of rice growers for rice income insurance are the main factors affecting the promotion of rice income insurance.In this regard,it is proposed that to promote rice income insurance,farmers should further enhance their awareness and awareness of rice income insurance,optimize rice income insurance products and systems,improve rice income insurance information collection and promotion system,build rice insurance risk diversification channels,and improve rice income insurance subsidy system.
