In recent years,the global warming trend has intensified,and the extreme events have increased significantly.Frequent sudden changes in large temperature,frequent occurrences of floods and torrential rains,and abnormal weather often occur.For agricultural industries that are greatly affected by the weather,this is undoubtedly an impact.huge.Agricultural insurance,which is recognized by the WTO as a “green box” for agriculture,can help insured farmers to spread disaster risks,reduce disaster losses,and stabilize income sources.It is also an important starting point for the government and the country to stabilize agricultural production.As early as 2006,Shandong Province began to explore agricultural insurance.It has made great progress in terms of premium scale,business development,and farmer participation,but there are still a series of problems and room for improvement.Based on the above background,this paper analyzes the status of agricultural insurance development in Shandong Province based on relevant theoretical research and literature regression,and then based on the perspective of farmers,through field research and questionnaires,using the quantile regression model,the insurance satisfaction of farmers and its influencing factors Were studied.At the same time,in-depth study and study draws on the development path of American and Japanese agricultural insurance,and obtains some inspirations.Combined with the current actual situation of Shandong Province,it puts forward the policy opinions on improving agricultural insurance.The following are the main conclusions of the study:(1)Shandong has a strong agricultural base,a large scale,and a large number of farmers.The risk of engaging in agricultural production is also high due to the frequent occurrence of natural disasters.In recent years,agricultural insurance in Shandong Province has developed rapidly,and has reached a new level in terms of institutional setup,insurance scale,security level,service capacity,and grassroots system construction.The public's awareness,degree of recognition and satisfaction with agricultural insurance have also been continuously improved.progress.(2)The degree of awareness of agricultural insurance,the timely payment of claims,the quality of service,the age,the degree of acceptance of cultural education,the time of farming,the average annual income of the family in the 25% quantile,50% quantile,75 Under the % quantile level,it will have a significant impact on farmers' policy agricultural insurance satisfaction.The 50% and 75% quantile regression of the planting scale will significantly affect the farmer's policy agricultural insurance satisfaction,but the impact on the 25% quantile is not significant.The family population and the disaster situation have no significant impact on the farmer's policy agricultural insurance satisfaction.(3)Agricultural insurance in the United States and Japan started earlier.At present,a relatively mature system has been formed.The level of protection,depth of protection and service capacity have been recognized by the insured farmers.The scale of protection has been continuously expanded.Many experiences and practices are worth learning.(4)Based on the previous research basis,it is recommended that Shandong Province speed up the promotion of agricultural insurance policies,increase the subsidies for agricultural insurance at all levels of finance,pay close attention to improving the risk dispersion mechanism of agricultural disasters,and consolidate the grassroots agricultural insurance service system.The government will make great efforts to strengthen the Policy recommendations are proposed at the level of support for agricultural insurance.
