Impact Of China's Technology-seeking OFDI On Regional Innovation Ability

The technology-seeking OFDI collects the advanced technology and management experience to the home country through the reverse technology spillover effect,which improves the home country's regional innovation capabilities.At the same time,China's various regions cause different regional absorptive capacity,which has resulted that eastern regions in a high innovation capacity,and a relatively low in the central and western regions.Therefore,studying the impact of technology-seeking OFDI on China's regional innovation capabilities is significance to the coordinated development of regional innovation capabilities.At first,this paper analyzes the development trend and regional characteristics of technology-seeking OFDI,and finds the number of technology-seeking OFDI companies and investment amount in each region of China are increasing,the industrial structure is upgrading,and industry type is shifting from a labor-intensive industry to a high-tech industry.Then this paper analyzes China's regional innovation capability and founds regional innovation capability's difference.Overall,the eastern region's innovation capability is higher than the central and western regions,but the western region's innovation capability grows faster than national level.Secondly,this paper selects the provincial panel data for the effect of technologyseeking OFDI in China's regional innovation capabilities and introduces the eastern and western regions as dummy variables to analyze the regional differences in innovation capabilities.There is a significant positive effect on capacity and regional differences.Finally,this paper constructs a threshold panel model to search the affecting of technology-seeking OFDI to regional innovation capabilities.The degree of intellectual property protection,R&D human capital,R&D intensity,and financial development are selected as threshold variables to measure.The factor levels of the eastern coastal or economically developed cities are higher than the threshold,which has effectively promoted the development of the eastern region's innovation capacity.The central region's level of factors is similar with the western region,and there is a large gap with the eastern region,which has a weaker role in enhancing the regional innovation capacity.Although the level of R&D human capital in the western region is low,the level of financial development and intellectual property protection in western region has developed rapidly,so western region's innovation capacity is developing well.From the perspective of regional differences,this paper proposes three aspects to create a good environment for innovation,increasing research and development,innovation investment,and formulating differentiated regional development policies.
